Competition for the contract for the purchase of an employee survey

Stavanger kommune

The municipality of Stavanger requests to acquire an employee survey that will provide information on employee motivation and job satisfaction, the importance of work-related driving forces that promote motivation and work commitment among managers and employees. The employee survey shall contribute to identify work-related driving forces and create dedication with tasks and goals, leading to good performances and to obtain better job satisfaction.
The plan is to buy a pre-developed survey (off the shelf) that harmonizes with the direction and management principles in the municipality of Stavanger (see the requirement specifications for additional information). The tool must be able to embrace priorities in areas of the municipalities employer strategies.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (National requirement);
(3) Company tax certificate (National requirement);
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

As documentation the Awarding Authority will obtain a credit appraisal from Experian (the Awarding Authority subscribes to services from Experian). Suppliers must achieve a minimum score of "creditworthy".
Suppliers are expected to be familiar with the registered information about the company and its acceptance by a submission of a bid that the information obtained and applied to the assessment of the supplier's financial circumstances.
If the supplier is aware that the requirement for financial capability to perform the contract can not be met through credit rating as indicated above, the supplier may submit with their bid other documentation confirming that the financial ability is adequate.

A list of current projects shall be attached, and should include information about:
— Short description of the assignment (including the scope),
— Value of delivery,
— Schedule (contract period),
— Name of the client and a brief description,
— Phone number, e-mail address and name of client contact.
An overview of the staffing for this assignment with CV's of the key personnel who will carry out the assignment shall be enclosed. It shall be documented that the key personnel have participated in one / more of the specified reference assignments.
If a supplier shall use subcontractors with the fulfilment of the contract a binding declaration that they have the necessary jurisdiction over subcontractor(s) capacity must be submitted. Also shall be enclosed a description of the tasks that the subcontractor will perform, with accompanying documentation of the technical and professional qualifications of the task(s) involved.

Minste nivå(er) av standarder:
Documentation is required of experience from at least three similar assignments in the last three years. With similar assignments while the implementation of the concept for the employee survey that is offered, and reporting of this within larger organizations (more than 100 reporting units). At least one of the assignments must be within the public sector.
