Nasjonalt organ for kvalitet i utdanningen (NOKUT)

Suppliers are hereby invited to participate in a competition to be NOKUT's supplier with complete responsibility for a solution for an electronic interaction within NOKUT and for experts, and external users.
NOKUT has recently been given a broader mandate and more tasks, while the demand for services and the number of applications has increased. Despite the increase in the number of employees, there is not sufficient capacity to process all requests within specified deadlines. There is a clear desire from NOKUT's employees and managers as well as external users to change and streamline the application process.
The current ICT tools are characterized by:
- Many ways to interact (electronic, telephone, and paper-based);
- Independent systems and little harmonization of information;
- Inadequate process support;
- Information stored both electronically and on paper (duplication, scanning and little reuse);
- Lack of oversight and management information.
An ICT strategy has been adopted for the period 2012-2015 that provides a framework for acquiring and implementing a collaboration tool for employees, partners and external users. In 2013 NOKUT will choose a supplier of a collaborative solution, which will support the application processes renewed by external users, for experts and employees to working more intelligently in a joint collaborative solution. The Collaborative solution must be based upon self-service, a high degree of automation and effective interaction which is also in line with the Government's ambitions for digital government (Digitization Programme). The object of the procurement is to choose a supplier that offers a platform for interaction that can be developed in relation to the aims as described and current priorities.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
(1) Statement of the company's turnover, of relevance to this contract, for previous years.
- Credit evaluation with key figures from a recognized credit rating agency. The provider shall have a rating equal to A or better by credit rating agency Dun & Bradstreet (D & B) or equivalent agency. The ratings must not be older than 6 months from the submission of the application.

Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).
(2) A statement of the quality assurance/quality control system operated by the company.
Where the tenderer relies on subcontractors, the Regulations for public procurement (§ 17-8 (2) and § 17-9 (2)) require that evidence is presented of binding agreements with subcontractors. A declaration of commitment from the subcontractor will be sufficient. A description is also desirable as to how the expertise of subcontractors will be used.
