Coherent rotation and resource allocation system for the HESO service

Tromsø kommune

Tromsø Municipality shall procure a unified integrated electronic system for coherent rotation and resource allocation system, primarily in the health and care services. The system shall meet the managers' needs for operational management and oversight of personnel, expertise and use of variable wage bills and temporary hiring.
Award authority requests a unified system in which to plan and manage operations throughout the year, post rotas on the web and via SMS where the temporary staff will be registered correctly in the system for the award. Employees must be able to maintain their data on a network solution, and there shall be good opportunities to extract relevant reports including overtime and violations of AML.
The new system shall replace the current two system solutions; Visma resource management (rotation) and Triangel minVakt (hire of temporary staff). (1) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.

(2) Company tax certificate (National requirement).

(3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Attachment 4: Tender and check list: Our Annex 4 shall be completed and attached to the tender. Providers are asked to give a briefing on the organisation and turnover to an extent that makes Tromsø Municipality (award authority) able to form an accurate picture of the company. K 03 - Company registration certificate - Requirement: Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established, for example the Register of Business Enterprises in Brønnøysund (Company registration certificate), and any requested classification for the register where this exists.

K 01 Company tax certificate - Requirement:Certificate issued by the competent authority in the Member State where the supplier belongs to confirm that the supplier has fulfilled its obligations relating to the payment of taxes and social security contributions (application to the treasurer/municipal treasurer Form RF-1244) in accordance with the legal provisions of the country. The certificate must not be older than 6 months.

K 02 Value added tax certificate - Requirement: Certificate issued by the competent authority of the Member State, certifying that the supplier has fulfilled its obligations relating to the payment of value added tax (obtained from the tax collector for the form RF-1244) in accordance with the legal provisions of the country. The certificate must not be older than 6 months.

K 04 HSE self-declaration - Requirement:

A statement of the health, safety and environment policy.

Providers shall vouch that the company is working systematically to meet the requirements of HSE legislation and that they satisfy internal regulations. Provider shall also certify that the business is legally organised in accordance with current tax legislation when it comes to employees' professional and social rights, and must accept that award authority is granted the right to review and verify the system for the protection of health, safety and environment.

The certificate must not be older than 6 months.

Økonomisk og finansiell stilling:

Economy: The company's (not group) last 2 years accounts and sales for the services to which the contract relates. As a minimum this must include the directors' report, income statement, balance sheet and notes. In addition, we ask that the audititor's report for the last 2 years is attached.

The same requirement applies to any subcontractors.

The providers and their subcontractors shall have the financial capacity to undertake the assignment/contract. Documentation: Credit evaluation/rating, not older than 1 year, and based on the last known figures.

A statement of the company's quality assurance/quality control system.

Description of 3 completed equivalent assignments of a similar delivery of coherent rotation and resource allocation system to larger municipalities and / or activities of relevance to this contract, including award authorities' names and contact information. Award authority will occasionally contact references without further clarification from provider.

Description of qualifications, education and relevant skills for the operating team that the supplier can use, whether they belong to the company or not.

Number of employees in the various departments, and how this is intended to be applicable in connection with any contract.
