Classified road 4 Gran boundary - Jaren, Contract

The assignment includes the expansion of the classified road 4 from the Gran/Lunner boundary to Jaren, including the tunnel (2 lane) outside of the town centre of Gran. The assignment also includes the construction, intersections and side roads/turn-offs and also other initiatives that shall be carried out along the route. The southern boundary is at the municipal boundary of Lunner / Gran. The northern boundary is the Sandvold intersection (Jaren) where the existing classified road 4 becomes a 3 lane road.
The work includes among other things:
- The construction of approx. 9,3 km of a new 4 lane road with a central reserve that includes the Gran tunnel of approx. 1,7 km
- The construction of 16 structures (bridges, tunnel portals, culverts, overpasses)
- The construction of approx. 10 km of local roads
- The construction of approx. 1,4 km of pedestrian and bicycle paths

Equity, solidity; It is required that the bidder has a total of 150 million NOK in equity. The bidders turnover: The bidders annual average sales/turnover ought to be at least the same as the annual turnover that this contract generates.

Teknisk og faglig kapasitet:

(1) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts)

(2) A list of the principal deliveries effected, or main services provided, by the company, in the past five years, with the values, dates and recipients (for works contracts)

The builders experiences and Reference Projects: Experience with the Directorate of Public Roads and other builders from bidders will be assessed. It is required that the key personnel that will be used for this assignment have the technical and professional expertise and relevant experience for the assignment. All competence and experience must be documented

HSE, accident frequency rate (H1-value): H1 values for the last three years must be provided. H1-value is defined as the number of accidents that included absence of work in terms of hours worked multiplied by 1,000,000. The average of the H1 value for the last three years should be lower than 15. Refer to paragraph E2, section 4.2.1, Form E2-4.2.1. If H1 value is higher than 15, bidders must give an account for the growth trends of the H1 values and if possible the values,

that express the severity of any high H1 values. Furthermore, included with the bid shall suppliers provide a statement for the improvement measures that have been implemented and the effect of these measures shall be documented.

Minste nivå(er) av standarder:

The principal deliveries from the company in the last 5 years: With the 'experience of work of the same nature and complexity'. What is meant by the Awarding Authority in this tender competition is that the bidder shall also have a successful implementation of works with similar challenges, including:

-Large scale haulage, both of soil and rock

-Complicated construction works

-Works with the Norwegian National Rail Administration infrastructure

-Management of subcontractors

-Tunnel works

The builders experiences and Reference Projects: It is required that the bidder can provide references for relevant contracts that he has completed in a satisfactory manner.

Conditions which will be considered include among other things:

-documentation of performed quality

-fulfilment of contracts

-procedures for HSE and external environment and compliance of these

-Compliance, of deadlines

-follow-up during the warranty period

HSE, accident frequency rate (H1-value): The average of the H1 value for the last three years should be lower than 15.
