Central ICT systems for the schools in Oslo

Oslo kommune Utdanningsetaten

The Education Agency, Oslo municipality, henceforth referred to as the Awarding Authority, shall procure new central ICT systems for the schools in Oslo. The tender competition includes two lots:
1. Learning Management System (LMS).
2. ICT platform.
Each individual tenderer may apply for qualification in the tender competition for one lot or both. The tender terms do not prevent providers to cooperate with sub-providers in order to improve compliance with the qualification criteria.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.

(3) Value added tax certificate (National requirement).

(4) Company tax certificate (National requirement).

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

— The tenderer shall have settled conditions in relation to payment of taxes and VAT.

— The tenderer shall comply with statutory Norwegian requirements in relation to health, safety and environment (HSE).

— The tenderer shall be a legally established company.

— The company's most recent annual accounts, including notes, the board's annual reports and auditor's reports latest annual report, as well as recent information with relevance to the company's accounting figures.

— Statement of the company's turnover for the previous 3 years with relevance to this contract.

The tenderer shall have good solidity and financial ability to comply with the contractual obligations.

Teknisk og faglig kapasitet:

(1) Other documentation required (please state below)

— Description of the tenderer's technical capacity and professional qualifications. As regards to the capacity, the Awarding Authority requests a description of relevant units available for the tenderer in connection with implementation of the assignment. As regards to the qualifications, the Awarding Authority requests a brief overview of the tenderer's relevant competence. Proposed personnel shall not be stated and CVs shall not be submitted.

— Overview of the tenderer's average workforce and number of employees in the executive management during the previous 3 years.

— An indication of the proportion of the contract which is intended to be provided by a sub-provider

— If the tenderer intends to rely on other company's capacity, documentation shall be presented which verifies that the tenderer has access to the necessary resources, e.g. by presenting a liability statement regarding this from the relevant companies.

— Description of the tenderer's principal deliveries or services provided in the past three years, with the values, dates and names of private or public recipients. If the services were provided to public recipients, certificates issued or verified by the relevant recipient shall be presented. If the services were provided to private recipients, certificates shall be issued or verified by them. If this is not feasible, a statement from the tenderer may be accepted.

— Description of quality assurance methods.

— Copy of certificates, if any, from independent bodies.

— Very good implementation ability is required.

— Experience from corresponding assignments is required.

— A good and established quality assurance system for the requested services is required.
