Bybanen (Bergen Light-Rail) - C073 Framework agreement adviser radio / TETRA

There is currently established a radio communications system for the operations of Bybanen (the Bergen Light-Rail) based on TETRA technology. The existing systems are provided by Thales. This system is still under the original warranty follow-up. The system for the next construction stage (construction stage 3) shall be provided by Efacec as a turnkey contract. This shall also include the upgrading of the existing TETRA system as part of the turnkey contract. This system shall become operational in 2015.
In this regard it is requested that Bybanen Utbygging shall establish ties with a supplier / personnel with a specialized competence within radio communication with an emphasis on the TETRA system, which can assist Bybanen Utbygging with monitoring and testing of the delivery. The requested competencies is within technical expertise with extensive and relevant experience within radio/TETRA communications especially with a focus on system understanding, testing and troubleshooting such systems. Experience within operation start-up, planning and installation shall be advantageous to be able to contribute with discussions with the turnkey contractor. It is important to have a good understanding of the TETRA systems, good detailed knowledge of the various components of such systems as well as a practical and solution-oriented approach to issues. The supplier shall act as an advisor for the evaluation of the design and as a third-party discussion partner, as well as an inspector out on the facilities for Bybanen Utbygging within this professional field.
It is expected that the works shall vary in scope on the basis of full-time for short periods when testing is ongoing, and part-time during periods of documentation review and the periods without any assignments. It is requested that there is a single person who is responsible for the daily work of the assignment, while other specialized competence and reserve capacity shall be used when needed.
