The requested products are shock-absorbing body protection equipment, helmets, and bags for equipment for use in connection with riot control. The products shall be designed in accordance with description given in Annex A; Requirement specification, included in the tender documents.
The riot control concept consist of several protection products: shock-absorbing body protection equipment, protective gloves, helmets, flame retardant underwear and riot control suits. This means that associated agreements to this procurement are already in force.
Threat assessment indicates that the equipment in the riot control concept shall provide protection against:
— Blows and kicks,
— Throwing of objects such as bricks, stones and Molotov cocktails with nitric acid and diesel,
— Adhesive fluid such as oil, Zalo (detergent) and paint,
— Use of pointed objects such as sticks and clubs with long spikes on the top,
— Use of slingshots with hard bullets, fragmentation bombs, broken glass and chains.
The procurement includes the following lots:
1. Riot control (MIK) - shock-absorbing body protection.
2. Riot control (MIK) - helmets.
3. Riot control (MIK) - bags for equipment.
Tenderers are invited to submit tenders for one or several lots. Each lot will be subject to separate evaluation.

However, this is not binding for the Awarding Authority. The scope may also be considerably higher as the consumption is i.a. dependent on the replacement rate on the existing equipment, number of new personnel and the annual award of budget and potential additional funds in connection with major, scheduled incidents.
