Kristiansand Harbour, henceforth referred to as the Awarding Authority, invites to tender contest for purchase of harbour boat. The boat shall be used in connection with oil-spill preparedness, transport of passengers (up to 12 passengers), as well as be equipped with reinforcement for icebreaking (approx. 12 cm blue ice). This means that the boat shall comply with requirements for certification related to such use. A tender conference will be held for interested participants (voluntary participation). Delivery of tenders:
All tenders shall be delivered electronically via Mercell MSS; www.mercell.no within the tender deadline. Tenders submitted subsequent to the tender deadline will be rejected (the system will not allow submitting tenders electronically through Mercell subsequent to the tender deadline).

It is recommended that the tender is submitted well before the deadline for receipt of tenders, e.g. minimum 1 hour prior to the deadline.
If there is additional information from the awarding authority which leads to changing the tender before the deadline expires, the tenderer can go in and open the tender and make any changes and send it in again right up until the deadline.
The last received tender is regarded as the final tender.
The tender will require electronic signature. In connection with delivery of tender, the tenderer will be asked for an electronic signature in order to confirm that it is the relevant tenderer who has submitted the tender. Electronic signature will be received from www.commfides.no, www.buypass.no, or www.bankid.no.
Note that it may take a few days to get an electronic signature. It is therefore recommended that the tenderer initiates this process ASAP.
Mercell recommends that the signing is tested on the available certificate ASAP and well before deadline for receipt of tenders. The test functionality is available in the registration/tender delivery stages.
Electronic signature outside Norway:
The Awarding Authority emphasis that the Mercell portal supports electronic signatures from Sweden and Denmark:
Sweden: Svensk Bank ID, Nordea.
Denmark: Nem ID, TDC/OCES.
In the EU Mercell use a service delivered by Unizeto (www.unizeto.com) through an agreement with DIFI and the EU project PEPPOL (www.peppol.eu). This support most of the X.509 certificates, however it is not possible to list all the relevant certificates.
Mercell recommend that the tenderers test out the signing on available certificates ASAP, well before the deadline for receipt of tenders. The test functionality is available in the registration/delivery of tender's steps.
