BarentsWatch website – Framework agreement management and development

The procurement shall provide BarentsWatch secure and efficient code management for the open parts of the system with the possibility of ongoing development of the website according to agile work methods. Through the contract it should also be possible to carry out modifications, enhancements and bug fixes without a new procurement process.
The supplier will have an important role in developing and creating tools to make BarentsWatch the preferred website to find and share information about marine and coastal areas. We therefore want a permanent team associated with the development over time and solid strategic resources that can assist with suggestions for how the website will be developed to achieve the government's objectives.
Kystverket would like to have more participants to interact with. We will announce major development projects worked up through this framework agreement and in other contexts as separate procurements. The supplier selected will hold a key role in managing and seaming code developed by the different suppliers.
The contract value is estimated at 6 000 000 NOK per year. This estimate is at the bottom, and may be extended by an estimated 4 000 000 NOK per year. Contract length is two years with an option of one + one year. (2 +1 +1)

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Value added tax certificate (National requirement)

(2) Company tax certificate (National requirement)

(3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

Requirements It is required that the supplier has a legally established company.

Documentation: Company registration certificate or equivalent from the applicant's home country.

Foreign suppliers should preferably provide equivalent certificates in Norwegian. Documentation in English will be accepted.

Økonomisk og finansiell stilling:

Credit appraisal from an approved credit institution, such as Dun & Bradstreet, Experian or Lindorff. The assessment should be based on the last known figures with an indication of how the credit assessment has evolved in the past two years.

Minste nivå(er) av standarder:

Suppliers are required to have good economy which means: The Supplier must be creditworthy, have adequate liquidity and low risk of bankruptcy

Teknisk og faglig kapasitet:

There shall be attached to the tender a list of references of the company's most important deliveries in the last 3 years, with the value, relevance, timing and receiver.

References may be checked as required. References must be recorded on the attached form.

Based on these references will be made a selection based on

1 The supplier's visible expertise in each of the four core competencies.

An assessment of visible competence and relevance of each of the areas with a point scale from 0 to 5, with 0 being the lowest score.

If the assessment gives 0 points in one of the areas the supplier is considered ineligible . Top score is 20 points.

2 The supplier's visible capacity.

Points Scale from 0 to 5, where 0 is the lowest score.

Top score is 5 points.

Based on the total score, a ranking will be made where suppliers with the highest score will be prequalified for the competition.

Experience is required from similar or relevant project deliveries of the same scope, nature and complexity.

Expertise shall be documented in the areas of

- Technical development skills

- Web Strategy, interaction design, usability testing, user analysis and graphic design

- Code Management and operation

- Project management and agile methods

Expertise is further detailed in the draft "tender documents Part 2, Appendix 1: Customer requirements for delivery" which is attached for information.
