Assistance with the implementation of a IAM solution

The Norwegian National Collection Agency has obtained an Identity Access Management (IAM) - solution based on the Oracle Access Management Suite Plus, as a tool to manage the authorization and authentication for the network solution as well as the federation with the Id portal (http://www.difi.no/elektronisk-id). There shall be established a framework agreement with a service provider whom shall provide the necessary competence for the development, upgrading and operation of the solution.
The relevant areas where it is necessary to make delivery within the framework agreement includes:
— An upgrade from 11gR1 to the latest patchset.
— Expansion of the functionality areas of the current configuration.
— Integration with other authoritative sources.
— Integration of data stores.
— Troubleshooting and fixing of the existing configuration.
— Tuning and optimization of the existing configuration.
— Introduce auditing.
— Assistance with the implementation of new IAM products.
— Consulting for the utilization of the IAM Suite.
— Consulting in relation to special adaptations / expansions.
— Consulting in relation to the architecture, placement of responsibility.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Company tax certificate (National requirement).
(3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
(4) Other documentation required (please state below).
The supplier shall practice good repute, including filling out the self-declaration statement for good conduct.
Økonomisk og finansiell stilling:
The supplier shall include financial statements including notes and with the board and auditor's reports from 2012 and 2011.
If the financial statements for last year have not been completed by the tender deadline for this competition shall the preliminary results from this year be enclosed.
The Awarding Authority reserves the right to obtain a credit rating.
Minste nivå(er) av standarder:
The supplier shall have the sufficient financial strength to fulfill the contract.
Teknisk og faglig kapasitet:
(1) Other documentation required (please state below).
Documentation shall be provided from similar deliveries from the last 3 years, with a minimum of 3 and a maximum of 5 deliveries. Experience is required from working with the implementation of IAM solutions for major clients, preferably from the public sector.

Under the general description the following points shall be covered for each of the reference projects:
— A description of the assistance service range provided.
— Roles / cooperation with the client before, during and after the delivery.
— When using subcontractors shall the roles of the subcontractor(s) and scope be described.
The Awarding Authority shall have the option of contacting the reference contacts that are specified.
