AMSA recommendation II (D): "Specially Designated Arctic Marine Areas"
"The Arctic Marine Shipping Assessment (AMSA)" is a study performed in 2009 by the Arctic Council. The project "Follow-up of AMSA recommendation II (D) on Specially Designated Arctic Marine Areas" is a result of this study. The project is implemented under the Arctic Council working group on Protection of the Arctic Marine Environment (PAME). The project builds on the report from another AMSA recommendation: "AMSA II (C): Areas of Heightened Ecological and Cultural Significance".
The Climate and Pollution Agency carries out the tender for phase II of the project on behalf of the project co-leads: the Russian Federation, the United States of America and Norway. The Assignment is made up of three parts constituting broadly of:
— Analysis of geographic area, vessel traffic, shipping accidents and incidents, oceanographic conditions, relevant IMO measures etc.,
— Organisation of a workshop bridging the AMSA II (C) report and the work to be done in the AMSA II (D) project and the analysis in Part 1 of the Assignment,
— If requested by the co-leads, the development of all information and content that would be necessary for a PAME member government, should it so decide, to prepare a draft proposal(s) to the relevant IMO Committees and/or Sub-committees seeking approval of the protective measures (including routing and/or reporting measures) recommended in the assessment.
The project implementation is timed in accordance with relevant meetings under the Arctic Council, particularly the plenary meetings of PAME. The final report is expected to be submitted to PAME 1. November 2013 and will be presented to the Arctic Council Deputy Minister's Meeting in 2014.
