Agreement for procurement of new Automatic Fingerprint Identification System (AFIS)

The Norwegian Police wishes to modernise and integrate biometric systems in an ABIS (Automatic Biometric Identification System). It has been decided to procure an AFIS (Automatic Fingerprint Identification System) and a register for storage of personal data. A process in relation to procurement of several biometric systems is also subject to review.
Based on this, qualified tenderers are invited to submit tenders for the following options that can be integrated in ABIS with AFIS:
1. 2D images and facial recognition (2 years);
2. 3D images and facial recognition (non-exclusive option 2 years);
3. Storage of images and fingerprints for Norwegian passports (2 years). It is a condition that legislation regarding storage of fingerprints in passports is implemented.
The options are limited to two years. The Awarding Authority is not obliged to purchase the options. If the Awarding Authority wishes to procure the non-exclusive option, the Awarding Authority is not obliged to purchase the option from the party concerned. Another important reason for replacing the existing system is that it does not comply with the technical, quality related and functional requirements given in a Prüm system
