NATS and Avinor are performing a joint procurement of a solution compliant to the Commission Regulation (EU) 73/2010 (ADQ-IR) requirements applicable to European air traffic management systems involved in the origination, production, storage, handling, processing, transfer and distribution of aeronautical data and aeronautical information, by building upon NATS and Avinor' existing knowledge. The system provided shall be an integrated, workflow managed, highly automated and auditable aeronautical information management solution capable of processing all aeronautical data and aeronautical information identified by Commission Regulation (EU) 73/2010 (ADQ-IR).

NATS and Avinor are working closely together in order to purchase a common ADQ compliant AIM system. The parties intend to enter into two (2) separate, but as equal as possible contracts, and the overall quantity of the contracts will comprise necessary software and hardware in order to run two separate systems. The Contractor shall deliver a complete turn-key solution, and shall be responsible for delivery and integration of the different systems/components, whether being existing NATS/Avinor in-house systems or provided through Sub-Contractors. The Contractor shall also price the option for maintenance, upgrade and support services for the lifetime of the system.

Beskrivelse av opsjoner:
The following options may be included in the Contract
- Charting tool;
- 2d3d viewer;
- Geographical calculations;
- Future requirements;
- Digital NOTAM;
- Maintenance, service and Support agreement, also covering upgrades of the system, including additional training and man-day or hourly rates for support.
In addition the following options should be priced:
- Additional complete systems;
- Additional data conversion.
Unless otherwise specified, the Options will be valid three years from contract signature.

Qualification criteria:
(1)The candidates must prove that the company is a legally registered company.
Documentation required:
- A company registration certificate as required by law in the country where registered.
- Name of the company and ultimate parent company.
- In case of pre-defined use of affiliates/subcontractors in order to meet the requirements, the relevant information of that company must be submitted, accompanied with an appropriate declaration of commitment.
(2)The company must be orderly regarding its tax and fees commitments.
- Certificate or declaration from officials stating that the company has fulfilled all its tax and fees commitments according to the law in the country where it is registered.

Qualification criteria:
(1)The company must prove that it holds a strong economical solidity and liquidity and the ability to commit to a long term business relationship.
Documentation required:
- A presentation of the company's management accounts for the current fiscal year, and any other new information of relevance to the company's accounting figures.
- The company's most recent annual report/balance-sheets where publication of the annual report/balance-sheet is required under the law of the state where the company is established.
- Copy of current Dunn & Bradstreet or equivalent rating of the company
- Confirmation that the company is not subject of any winding up orders, insolvency proceedings or operating under an administration order or have not ceased trading.
- A declaration from the parent company or bank of an ability to provide a guarantee if required.
(2)The company must prove that it holds sufficient insurance coverage in order to handle any claims that may arise from the contract.
- A declaration from the company's brokers or insurers of the insurance policies currently in place in relation to the company's business.

Additional qualification criteria and corresponding documentation required:
(1)The company must adhere to the applicable requirements for Health, Environment and Safety.
To be documented by:
- A statement of the company's heath, environment and safety policy.
- Certificate or declaration that the company fulfills all legal requirements regarding Health, Environment and Safety in the country where it is registered.
(2)The company must demonstrate a track record of design, development, customisation, integration, installation and commissioning of AIM software systems, proving that it holds sufficient experience from similar deliveries of same types of systems and similar scope.

(3)The company must provide evidence of working within the EU ANS regulatory environment and the implementation of EC Regulations.
(4)The company shall demonstrate experience of operating in an international market.
- A list of the related goods and services provided by the company in the past three years, with the values, dates and recipients.
- Details on two representative projects delivered and set to work in the recent years that best illustrate your organisation's experience relevant to the scope of the requirements, and in particular integration skills and ability to handle subcontractors, including the date of delivery and the clients' name of the specified projects. The documentation shall demonstrate that the company holds sufficient experience from similar deliveries of same types of equipment and similar scope.

(5)The company must demonstrate that it holds knowledge of ADQ.
- An outline of the company's roadmap to deliver an ADQ compliant set of goods and/or services.
(6)The company must demonstrate ability to deliver a complete technical solution successfully by proving that it holds sufficient expertise and resources as an integrator of several sub-systems.
- An outline of the company's management and technical resources providing goods and/or services similar to those to be provided in relation to the requirement.
- An outline of the company's plant and equipment resources, and in particular those available for this project.
- The company must indicate if it intends to sub-contract and in which case the proportion of and parts of the contract that he intends to sub-contract. To be confirmed by a declaration of commitment from the sub-contractor(s).
(7)The company must prove that it holds the competence required for achieving a systematic approach to project management.
- Details of the approach to project management that the company has adopted in similar projects.
(8)The company must prove that it has implemented a well-functioning system for quality assurance, hereunder providing evidence that the QA system caters for taking care of all relevant safety aspects.
- A statement of the company's quality assurance/quality control policy.
- An outline of the relevant quality standards applicable/relevant for the work.
- Details of the quality assurance/quality control system operated by the company, accompanied by the relevant certificates issued by a accredited Certifying Body attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation and appropriate documentary evidence.
