Voss Municipality will evaluate new solutions for management systems for nursery schools, schools, after school and adult education. The solution must therefore be capable of effective management of multiple units within these four areas.
A primary goal is to improve the efficiency of municipal operations. The solution must support public standards, but good solutions must also be developed for the integration of other municipal specialist systems. In the first instance, this covers the personnel system Visma HRM and the filing system ESA.
The solution shall also function as the source system for the municipality FEIDE solution and the municipality's LMS solution itslearning.
It has been decided that the new management system should be based on remote operation. It will be possible for the main supplier to assign a subcontractor to be responsible for the actual operation. Voss Municipality, however, will only deal with the main supplier, as the contracting party, and the main supplier will be responsible for the subcontractor's performance.

(1) Company registration certificate;

(2) Value added tax certificate (National requirement);

(3) Company tax certificate (National requirement);

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Økonomisk og finansiell stilling:

Supplier's annual accounts including notes with the management's and auditor's reports for the last 2 years.

If the annual accounts for the year have not been completed by the tender deadline for this competition preliminary accounts for the year must be attached.

The Award authority reserves the right to obtain a credit rating from Experian. Financial strength will be evaluated in relation to revenue, operating margin, solvency and liquidity.

The supplier may choose to use other companies' capacity to meet the requirement regarding the supplier's economic and financial status.

The supplier must then document the resources of the companies on which they will rely and demonstrate that they will have control of the necessary resources from those during the contract period, for example by submitting a declaration of commitment, guarantee, agreement or similar.

This applies regardless of the legal nature of the connection between the companies, i.e. the supportive institutions can be either the supplier's parent company, another company in the group, a partner or the like.

Minste nivå(er) av standarder:

The supplier shall have adequate financial strength to be able to fulfil the contract.

Teknisk og faglig kapasitet:

A brief and general description shall be given of the company, including:

— A statement of the company's business concept and core competencies related to the scope of supply,

— An overview of the company history, organization and ownership, as well as a description of current activities,

— Description of how the company is organized for the execution of this contract,

— A brief description shall be given of the overall quality assurance system the supplier will apply for the execution of the contract.

The Supplier may choose to use other companies' capacity to fulfil the requirements of technical and professional qualifications.

The supplier must then document the resources of the companies upon which they will rely and demonstrate that he will have available the necessary resources from those during the contract period, for example by submitting a declaration of commitment, guarantee, agreement or similar.

This applies regardless of the legal nature of the connection between institutions, i.e. the supportive institutions can be either the supplier's parent company, another company in the group, a partner or the like.

Testimonials shall be submitted from similar contracts in the last 5 years. The certificates shall be signed or confirmed in writing by the Award authority for the various deliverables, and shall as a minimum include:

— Short description of the contract,

— Date of implementation,

— Scope of delivery in amount,

— Name and telephone number of referee at the Award authority.

If signed or verified certificate cannot be provided, the supplier must provide a list of all relevant contracts with descriptions according to the above.

The Award authority shall have the option of contacting the referees specified.

The supplier shall have good experience from similar contracts.

Objektive utvelgelseskriterier:

Award authority will limit the number of suppliers who are invited to submit tenders. If there are a sufficient number of qualified suppliers that meet the eligibility requirements, the number of participants who will be invited to tender will be limited to a minimum of 3 and maximum of 6. The selection will be based on the suppliers that are deemed best qualified in accordance with the given qualification requirements.
