The awarding authority would like a service contractor with tree care competence. The assignment is for the care of trees including tree trimming, tree cutting, crown stabilisation etc.
The contract consists of a fixed order where parts of the work are carried out annually and other work every other year. In addition there will be unforeseen work that is ordered when needed.
The contract covers Sentrum, Gamle Oslo and Grünerløkka districts. In addition there are municipal sports centres, parks, leisure areas and road installations – municipal landscape rooms on land and on the islands in inner Oslo fjord.
This contract does not apply where there are other contracts for trees.

Beskrivelse av opsjoner:

The contract has an option for the awarding authority to extend the contract: From 1.1.2016 to 30.10.2017.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.

(3) Value added tax certificate (National requirement).

(4) Company tax certificate (National requirement).

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

— Service providers shall have their tax and VAT payments in order,

— Service providers shall enclose a HSE self-declaration,

— Service providers shall be a legally established company.

Økonomisk og finansiell stilling:

— Credit rating, not older than 6 months, based on the last known accounting figures.

— The awarding authority reserves the right to obtain its own rating if it is deemed necessary.

Minste nivå(er) av standarder:

— Service providers shall have the financial capacity to fulfil the assignment/contract.

Service providers must have the grade "credit worthy (Decision score: 3)" or better in accordance with Soliditet Decision AS' credit rating.

Teknisk og faglig kapasitet:

— Account of the service provider's total manpower with role division and machines/equipment.

— Organisation chart.

— Copy of certificate of apprenticeship/certificates/CVs for the offered personnel. Experience from equivalent contracts shall be documented with an account of completed work at named sites/awarding authority, the assignment's size and date of execution.

— Self-declaration on environmental management, cf. annex 4.

Minste nivå(er) av standarder:

— Service providers are required to have a good ability to fulfil the contract.

This means, amongst other things, that the service provider shall have sufficient resources to carry out the work, i.e. the service provider shall be able to offer a minimum of 5 operative, certified tree surgeons (ISA, EAC or other equivalent authorisation) in addition to other personnel for fulfilment of the contract.

— Service providers are required to offer operative tree surgeons that have competence and experience from equivalent contracts.

This means, amongst other things:

— A minimum of 3 of the offered tree surgeons shall have…

… experience from knot management and crwon development)

… competence within biological diversity in living and dead trees.

— At least 3 of the offered tree surgeons shall be employed at the service provider.

— Service providers are required to have a system for environmental management.
