The delivery includes the operation and maintenance of roads and urban areas of the municipal network of roads in the districts of Downtown, Gamle Oslo, Grünerløkka, Sagene, St. Hanshaugen og Frogner.
The acquisition includes the operation and maintenance of roads and urban spaces in the above districts in the municipality of Oslo. The following services are included in the assignment:
- Drain discharge - Draining and flushing of clogged grit chambers
- Patching with asphalt - operation of the patch unit during normal working hours
- Operating Patrol - 2 man operated units that exercise the daily control over the road network
- Mechanical cleaning - sweeping of roads and side walks
- Operation of stops / shelters - inspection and maintenance of stops
- Miscellaneous day work – hourly based repair assignments
- Car to be on call outside normal working hours for all of Oslo – a car to be on call an d available to respond to traffic incidents outside of normal working hours
- Preparedness agreement outside of normal working hours for all of Oslo - preparedness
of equipment and personnel outside of normal working hours for all of Oslo
- Periodic cleaning - mechanical and manual cleaning after regular repetitions in Oslo city centre
- Waste disposal – the emptying of trash cans for certain repetitions
- Greenery maintenance - mechanical and manual cutting of central reservations and on roadsides after certain repetitions
The assignments are described with deadlines for when certain elements should be performed. However, it is up to the service provider to find methods to accomplish tasks in the most efficient manner without compromising standards of quality.
The contract shall commence as soon as possible after the signing of the contract.

The supplier must then demonstrate that they will have possession of the necessary resources, for example by submitting a declaration of commitment. Beskrivelse av opsjoner:
The service shall be carried out in the period up to 1.9.2013.
The contract applies an option for the Awarding Authority to extend the contract for a further 1 + 1 months with the same terms.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)
Økonomisk og finansiell stilling:
- Credit evaluation/ rating, not older than 6 months and based on the last known figures.
The rating shall be performed by an approved credit rating agency.
The Awarding Authority reserves the right to obtain their own credit evaluation if it is deemed necessary.
Minste nivå(er) av standarder:
- The supplier shall be credit worthy and have a rating of character "3 credit worthy" or better according to
Solvency Descision AS rating, or equivalent from another
credit information agency.
Teknisk og faglig kapasitet:
- A statement of the supplier's average workforce and employees in the administrative management over the past three years
- A statement of the tools, machines and technical equipment that the supplier has disposal with to perform the contract. The statement must include the type and year of each unit
- Information about educational and professional qualifications with the supplier and the company's senior management, particularly of key personnel responsible for conducting the services. CV's attached.
- List of similar assignments performed in the last 3 years. The list shall specify the tasks that have been done, with value, date and the name of the public or private recipients.
- Details of the supplier's environmental management system. If the supplier is certified, a copy of the system certificate issued by an accredited certification body.
- Details of the supplier's quality assurance / control system. The statement must include specified procedures for execution and control of the works in the field, including procedures for internal control and approval of the completed works. If the supplier is certified, a copy of the system certificate issued by an accredited certification body.
