The contract includes management and maintenance of roads and urban areas in the north/east districts of Oslo municipality. The tender documents' annex 1 “Description of services included in the assignment” contains further information of the nature of the contract, the contract's geographical areas and special conditions subject to considerations. The following services are included in the assignment:
— Winter operations.
— Spring cleaning.
— Emptying of gullies.
— Asphalt patching works.
— Operation patrols.
— Mechanical cleaning and maintenance of green areas.
— Various works based on a cost-plus basis.
The assignment is relatively detailed described with deadlines for each assignment. However, it is expected that the service provider is able to find methods to implement the assignment in the most efficient manner without jeopardising the quality requirements.

The Awarding Authority has, after the department was established, ongoing contracts with various completion dates. The contractor must expect that the contract works' extent/quantities may alter during the contract period.

It is expected that the maintenance of green areas in this contract can be subject to outphasing. For further information, see the description of assignment.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.

(3) Value added tax certificate (National requirement).

(4) Company tax certificate (National requirement).

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Documentation requirement: Credit appraisal/rating not older than 6 montsh based on the most recent accounting figures. The rating shall be carried out by a publicly approved credit rating agency. If required, the Awarding Authority reserves the right to obtain separate credit appraisals.

Minste nivå(er) av standarder:

Requirement: the tenderer shall be worthy of credit and have rating “3 worthy of credit” or higher, in accordance with Soliditet Descision AS's rating, or equivalent rating from other credit rating agencies.

Teknisk og faglig kapasitet:

(1) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).

(2) A description of the tools, plant or technical equipment available to the company for carrying out the contract (for works contracts).

(3) Other documentation required (please state below).

— Statement of the contractor's average workforce and number of employees in the administration during the previous 3 years.

— Statement of the personnel, machines, tools, material or technical equipment at the contractor's disposal in connection with implementation of the contract. The statement shall include type and year of manufacture for each unit. If found suitable, the contractor may rely on other company's capacity. If this is the case, the contractor shall substantiate accessibility to the necessary resources, e.g. by presenting a statement of commitment from these companies.

— Information of education and professional qualifications of the contractor's personnel and the company's executive management, particularly for the key personnel responsible for providing the services. CVs shall be attached.

— Overview of equivalent assignments implemented the previous 3 years. The overview shall describe the executed work tasks, the value of the works, dates as well as names of public or private recipients.

If found suitable, the contractor may rely on other company's capacity. If this is the case, the contractor shall substantiate accessibility to the necessary resources, e.g. by presenting a statement of commitment from these companies.

— Statement of the contractor's environmental management system. The statement shall e.g. describe how the contractor generally works for reducing calcium chloride and particularly how the contractor intends implement this in this contract.

If the contractor is certified, a copy of the system certificate issued by an accredited certification body shall be presented.

— Statement of the contractor's quality assurances system/management system. The statement shall i.a. contain information of routines for execution and inspection of the field works, including routines for self control and approval of executed works. If the contractor is certified, a copy of the system certificate issued by an accredited certification body shall be presented.

— The contractor shall have good implementation ability both in relation to technical resources as well as personnel.

— The contractor shall have key personnel (i.a foreman, personnel liable for areas and construction managers) with competence and experience from equivalent works.

— It is required that the contractor is well experienced with equivalent assignments. Equivalent assignments are defined as execution of the entire or parts of the assignments included in this contract.
