The Awarding Authority shall enter into a framework agreement for purchase of 4x4 Pickup patrol cars, pickup trucks and passenger cars. The vehicles shall be used as a workplace in connection with turn-outs in police operative services. The vehicles shall be delivered in compliance with requirements given in the Vehicle regulations, in accordance with the Awarding Authority's requirement specifications and the vehicles shall be uniformed and registered as emergency response vehicles
The vehicles will largely be heavily loaded, with the use of a trailer loaded with for example 2 ATV's or 2 snowmobiles. The vehicles will be used for driving on and off road. The load will be considerably more than in civil use. The vehicles must therefore be robust, and tolerate the strains and weights that these emergency vehicles will be exposed to. It is expected that the vehicles should tolerate this strain over time, and that wheel suspension, drive gear and engine should withstand this up to 200 000 km driven before major repairs are required.

The tenderer shall have sufficient financial capacity to implement the contract/comply with the contractual obligations. This means a credit score not lower than A (Dun & Bradstreet), or equivalent
Teknisk og faglig kapasitet:
(1) A statement of the quality assurance/quality control system operated by the company.
(2) Other documentation required (please state below)
1. The tenderer shall substantiate equivalent delivery (ies) the previous 3 years. This shall as a minimum include a description of the delivery, its extent, date and recipient.
2. The tenderer shall substantiate this by presenting a certificate from the Norwegian Public Roads Administration.
3. The tenderer shall also attach an overview of the workshops/service locations
4. The tenderer shall describe the available competence by attaching CVs and course diplomas, etc.
The tenderer shall also describe how to ensure high competence in the organisation during the contract period
Minste nivå(er) av standarder:
1. The tenderer or the tenderer's joint venture partner shall have produced emergency response vehicles (equivalent deliveries) previously.
2. The tenderer or the tenderer's joint venture partner shall have approved certificate for conducting modifications and post installation of equipment on vehicles.
3. The tenderer shall have approved workshops/service locations for the offered car make. These shall be located in proximity to the Reindeer husbandry Police's locations in Vest-Finnmark and Øst-Finnmark police districts (Alta, Kautokeino, Storslett, Karasjok, Tana, Kirkenes, Lakselv and Hammerfest). In proximity is defined as a driving distance of maximum 200 km.
