The main aim of the contract is the construction of a new swimming pool in Jåttåvågen, Folkebadet. The swimming pool shall be an offer to a broad selection of the population and it shall be a full day experience offer. The contract shall cover Stavanger municipalitys need for time in the swimming pool for nurseries and schools, sports and health and rehabilitation orientated activities. The swimming pool shall also include wellbeing, recreation possibilities and play in water for users of the swimming pool. This is a second notice for the contract. There have been some adjustments to the competition documents.

Beskrivelse av opsjoner:
The awarding authority is considering whether the adjoining building area for K1, K2 (approx. 18 000 m2 gross) and the Skråtårnet (leaning tower) in the area development plan shall be a part of the site area that the OPS contractor will be responsible for developing in accordance with the area plan. The tender documents will give an account of the handling of K2 if this is a part of the competition.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(2) Value added tax certificate (National requirement)
(3) Company tax certificate (National requirement)
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

The annual accounts, annual report and the auditor's report for the last 3 years and recent information of importance for the contractor's accounting figures.
Credit analysis of the contractor for the last year. The awarding authority will obtain the credit rating from Experian. In the event of an establishment/use of project companies (SPV), confirmation shall be enclosed that a parent company guarantee or other gurantee from a third party (bank/finance) shall be enclosed for the obligations that the project company will take on up until the start of the rent period.

Minste nivå(er) av standarder:
Good economic solidity and the financial ability to fulfil the contract/financing understanding are required.
Teknisk og faglig kapasitet:
1. Contractors shall fill in a competence matrix for each area of responsibility/trade
2. State the most relevant contracts in the last five years
3. Valid proof of central certification for the right to be responsibe in development class 3 or SØK and PRO respectively / documentation of fulfilment of requirements for local right to be responsible within the same development class and function
4. Account of the contractor's quality assurance and project management systems

Contractors shall have a very good ability to fulfil the contract:
1. Very good competence in completing equivalent contracts
2. Experience from equivalent contracts
3. Have or can achieve the necessary public certifications for fulfilment of the contract
4. A good and well functioning quality assurance system and a project management system
5. Established environmental management system
