2013/747 - Framework agreement for graphic design and marketing services

HiOA shall enter into a framework agreement for graphic services and marketing services with one service provider. The selected service provider will be the college's co-operation partner for graphic design and marketing services.
The framework agreement shall have a duration of 2 years with an option for 1 + 1 year prolongation
Procurement is conducted as a limited tender contest in accordance with FOA's Parts I and III. By this procedure form, all interested suppliers submit a request to participate in the competition. The tender documents are then sent to those who are eligible, and they are invited to participate in the contest. For further information on the selection of qualified suppliers see the questions in KGV.
The scope will vary according to the college's current needs. Based on the college last year's volume this can be estimated at 5-6 million NOK for graphic services and 2-4 million NOK for marketing services over a period of 4 years. These are estimates only and are not to be regarded as binding on award authority.
Graphic design.
The college's graphic identity was developed by Agendum in the Spring of 2011 in connection with the merger of Akershus University College and University College in Oslo. The graphic profile can be further developed if the college achieves university status.
HiOA's visual profile aims to communicate HiOA's vision with staff, students and external target groups.
The supplier shall be advisor and provider for HiOA for the management and further development of HiOA's graphic profile.
The annual framework agreement shall also include graphic design of the study application magazine, journal, miscellaneous brochures, printed matter and design of promotional materials and articles.
HiOA shall have right of ownership to the graphic material developed at the request of HiOA.
Marketing and promotion.
HiOA primarily requires marketing services in connection with their student recruitment activities. HiOA's provider of marketing services shall assist HiOA in developing marketing strategies in line with HiOA's superior strategies, and have the expertise and capacity to implement the measures in co-operation with HiOA.
In 2012, HiOA used, for example, cinema advertising, web advertising and outdoor advertising in their recruitment campaign, and we also participated in education fairs.
