2013/3165 - Framework agreement for consultancy services within communication consultancy

The University College shall join up with a service provider within strategic communication consultancy servics and media training. HiOA intends to challenge and set the agenda in society debates and will therefore have a need for consultancy in individual major cases. In addition the service provider shall contribute to increased competence within the field among leading employees at the university college and for employees in the Department for Society Contact and Communication (hereafter SK).
The tenderer that is awarded the fraemwork agreement will work together with the managers and consultants in Sk and the top management at the university college and managers are faculty level.
The contract's value is estimated to be approx. 5 000 000 - 6 000 000 NOK excluding VAT, over a 4 year period. This is only an estimate and is not to be seen as binding for the awarding authority. The contract is for 2 years from when the contract is signed. HiOA shall have an option to extend the contract on the same terms for 1+1 year, so that the contract can run for a maximum of 4 years.
The procurement will be carried out as an open tender competition in accordance with the public procurement regulations parts I and III. In this procedure form all interested service providers can submit a tender. See the KGV for further information on the competition.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) A VAT certificate is to be enclosed, not older than 6 months from the deadline for receipt of tenders.
(2) A tax certificate is to be enclosed, not older than 6 months from the deadline for receipt of tenders.
(3) A self-declaration is to be enclosed stating that the service provider fulfils the legal requirements in Norway within health, environment and safety (HSE).
(4) A good ability to fulfil the contract is required. Documentation requirement: Description of the company, current operations, the service provider's organisation and quality assurance system.

Økonomisk og finansiell stilling:
Service providers shall have solid finances, satisfactory liquidity and a low bankruptcy risk. Service providers must document this by either a credit rating from a certified credit institution or the service provider's annual accounts including notes with the board's and auditor's report for the last 2 years.

According to the Public Procurement Regulations, a contract is not valid before it has been signed. The Public Procurement Regulations require that the awarding authority sets a waiting period of a minimum of ten days from when the information on the award is sent to all tenderers until the contract is signed. If no appeals are received in the waiting period, the contract will be signed. If appeals are received, these will be dealt with. The waiting period is set to 4.10.2013. Any appeals to HiOA must be received in writing by 4.10.2013 via the KGV as an attachment to a message.
