2013/30 – Office and computer accessories to Møre and Romsdal County

Møre and Romsdal County, henceforth referred to as the Awarding Authority shall implement a tender contest where the objective is to enter into a framework agreement for delivery of office and computer accessories, including printed envelopes. The supplies are to be delivered the Awarding Authority's businesses. The framework agreement includes the following product groups:
— Archive.
— Batteries.
— Computer accessories.
— Packaging.
— Binding/covers.
— Office accessories.
— Copy paper.
— Lamination.
— Paper products.
— School materials.
— Writing materials.
— Small office machines and accessories.
— Tape.
— Board accessories.
— Toners and ink.
All tenders shall be delivered electronically via Mercell MSS: www.mercell.no within the tender deadline. Tenders submitted subsequent to the tender deadline will be rejected (the system will not allow submitting tenders electronically through Mercell subsequent to the tender deadline).
If the tenderer is not user at Mercell, have questions in relation to functionality in the system, e.g. how to submit tenders, please contact Mercell Support on telephone: +47 21018860 or by e-mail to: support@mercell.com
It is recommended that the tender is submitted well before the deadline for receipt of tenders, e.g. minimum 1 hour prior to the deadline.
The tender will require electronic signature. In connection with delivery of tender, the tenderer will be asked for an electronic signature in order to confirm that it is the relevant tenderer who has submitted the tender. Electronic signature will be received from: www.commfides.no, www.buypass.no, or www.bankid.no.
Note that it may take a few days to get an electronic signature. It is therefore recommended that the tenderer initiates this process asap.
The Awarding Authority uses Mercell Sourcing Service in this tender procedure. Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Verification on affiliation to the ILO convention no. 94. Verification shall be given on the attached form, Annex 8.
Økonomisk og finansiell stilling:
Documentation showing sufficient financial implementation ability shall be presented. Example of such documentation is credit appraisal/rating not older than 1 year. The rating shall be based on the most recent accounting figures. The rating shall be conducted by a publicly approved credit rating agency.

Information of environmental measures the tenderer have in relation to his business and planned environmental measures, if any. Documentation shall be given on the attached form, general HSE and environmental statement, Annex 7.
