2013/2667 – Framework agreement for consultancy services within digital consultancy

Høgskolen i Oslo og Akershus

HiOA shall enter into a framework agreement for consultancy services within digital consultancy. The chosen service provider will be HiOA's cooperation partner within digital consultancy. The service provider must have competence within the following areas: strategic internet work, user experience, interaction design, information architecture, mapping needs, univeral design, user testing, responsive design, internet content, search optimalisation, meta information/tagging, social medium and technical competence.
The framework agreement is for 2 years with an option for a further 1 + 1 year. The contract's value is expected to be approx. 4 000 000 to 5 000 000 NOK excluding VAT, over a 4 year period. This is only an estimate and is not to be seen as binding for the awarding authority.
The procurement is being carried out as an open tender competition in accordance with the public procurement regulations parts I and III. In this procedure all interested service providers can submit a tender. See the KGV for further information on the competition. The competition is available on:

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) VAT certificate, not older than 6 months from the deadline for receipt of tenders, is to be enclosed.
(2) Tax certificate, not older than 6 months from the deadline for receipt of tenders, is to be enclosed.
(3) Self-declaration that the service provider fulfils legal requirements in Norway within health, environment and safety (HSE), is to be enclosed.
(4) A good ability to fulfil the contract is required. Documentation requirement: Description of the company, the current operations, the service provider's organisation and quality assurance system.
(5) Good experience is required from equivalent contracts. Documentation requirement: Description of a minimum of two relevant contracts in the last two years.

Økonomisk og finansiell stilling:
Service providers shall have solid finances, satisfactory liquidity and a low bankruptcy risk. Service providers must document this by either a credit rating from a certified credit institution or the service provider's annual accounts including notes and the board's and auditor's report for the last 2 years.
