2013/2193, administration and resource management system at Awarding Authority's school activities

The Awarding Authority shall procure a system for administration of courses and resource management for the Awarding Authority schools. The objective of the procurement is that the entire operations shall, if required, be able to use the entire system or parts of it. Relevant users are primarily The Norwegian Fire Protection Training Institute (NBSK), the Civil Defence's emergency control centre and competence centre in Oppland, and National Training Centre for the Directorate for Civil Protection and Emergency Planning (NUSB).
The background for this procurement is that the existing system in use at the Norwegian Fire Protection Training Institute no longer will be maintained by the supplier, whilst the 2 other schools use MS Office, only, as support system in planning and implementation of the training. The administration of courses with management of processes and procedures in connection with student and customer services has a particularly high requirement for support system.
NBSK - The Norwegian Fire Protection Training Institute:
The Norwegian Fire Protection Training Institute (NBSK), situated at Fjelldal in Tjeldsund municipality is the national educational establishment for municipal fire-fighting and chimney sweeping personnel.
The Civil Defence's emergency control centre and competence centre - Starum:
The Civil Defence's emergency control centre and competence centre is situated in Oppland.
The competence centre manages everything related to courses, training, resource allocation, food and drinks services, and accommodation/overnight lodging.
NUSB- National Training Centre for the Directorate for Civil Protection and Emergency Planning:
The National Training Centre for the Directorate for Civil Protection and Emergency Planning (NUSB) is situated in Heggedal near Oslo. The paramount objective for NUSB is to communicate competence on civil protection and emergency planning to civil and military personnel, both centrally, regionally and locally.
The system shall be able to manage the following quantities:
Up to 10 000 course participants divided in 3 separate training centres.
Up to 50 000 student days (days where the students are physically present at the course location) divided in 3 separate training centres.
The system shall be based on commercially available standard system(s) without special adaptations (in code layer) for the Awarding Authority. The system shall be available through a WEB interface and be operated by the supplier.
Contract is awarded the supplier with the most favourable tender based on price and expected quality of delivery. The contract shall be based on the Norwegian State's standard agreement - The procurement agreement (SSA-K) with annex.
