2013/202 Framework agreement for consultancy services ICT

Purpose and extent of the assignment:
The aim is to enter into a framework agreement with up to three service providers for consultancy services for ICT fields for DSB's internal data portfolio within all professions. The contract shall support DSB's need for competence for operation, maintenance, redesign and development of its own systems for administration.
Simplified overview of DSB's portfolio:

Outsourced systems such as CIM, Agresso, SAP, Webcruiter etc.

Contract period and contract form:
The framework will be sigend for a period of 2 years with an option for an extension for 1+1 year for a total of 4 years. The contract will come into force from when it is signed.
The framework agreement will consist of the documents stated in Annex 2 Framework Agreement Document point 3.
Award:
A framework agreement will be signed with the three tenders that are deemed to be the three economically most advantageous based on an assessment of the expected delivery quality and price.
Call-offs:
Call-offs on the is framework agreement will be made in accordance with the "ABC-principle" for individual call-offs with the different professions and they will follow the procurement regulation's § 15-3, 1st and 2nd section.
This means that the three service providers will be ranked in accordance with the award criteria set in the original competition. The service providers will, based on this, achieve status as the A-service provider, B-service provider and C-service provider respectively. The order these service providers achieve will form the basis for when the awarding authority later orders assignments. This means that the A-service provider will have first priority for assignments. If the A-service provider cannot deliver in accordance with the required capacity, the enquiry will go to the B-service provider etc.
