This tender competition was published 13.12.2013 with a deadline for receipt of tenders 4.2.2013. 8.2.2013 the competition was cancelled under the provisions of the Public Procurement Regulations' §22-1 (3).
Based on this, the tender competition is republished and the tenderers are asked to pay attention to the following:
In order to participate in the tender competition, the tenderer must answer and comply with the minimum requirements. The minimum requirements are given in the Mercell system. If the minimum requirements are not complied with, the tenderers are not allowed to participate in the tender competition.
The list of products for agreed upon assortment subject to tendering are adjusted.
Cost price, start-up price and tender competition price for the defined assortment shall be stated.
The price profile for the stated products in the priced assortment shall apply equivalently for the corresponding product groups included in the suppliers remaining assortment in order to obtain a uniformed and predictable price profile during the agreement period. A separate column for automatic calculation is given, for average discount for the product groups based on the prices stated by the supplier.
The Awarding Authority requests more samples than requested in the previous tender notice - see products marked red in Annex 1 and under the award criteria “Quality” in the tender notice in Mercell. A new contract form is available.
The objective of the contract is to enter into a framework agreement with one supplier for office supplies for all of the Awarding Authority's activities. See Annex 1; Address list.
The framework agreement will be signed for a period of 1 year with an option for further 3 years prolongation, one year at a time. The contract will come into force 1.7.2013.
The procurement is covered by the Public Procurement Act 16.7.1999 no.69 (LOA) and the public procurement regulations (FOA) dated 7.4.2006 no.406 parts I and III.
The procurement will be carried out as an open tender competition. Negotiations are not allowed in this competition.
This means that there will not be any opportunity to change the tenders, including changing the price, delivery date or other conditions that are significant for the competitive conditions. Suppliers must therefore give their best tender by the deadline.
Tenders shall be submitted electronically via Mercell. In addition some further specified product samples shall be sent. See the tender documents points 4.3, 4.4 and 6.1 for further information.
The other terms for participation and implementation of the competition, how tenders shall be submitted and the specifications are in the tender documents.
If something in the competition terms or specifications is unclear, questions about this are to be addressed via Mercell's communication module well before the deadline for receipt of tenders.
