2013/13-Delivery and operation of an electronic system for the TT- field in Møre og Romsdal

Møre og Romsdal county c/o the Transport Department, hereafter called the awarding authority, invite companies to an open competition for a contract for the delivery and operation of an electronic system for adapted transport for disabled persons, hereafter called the TT scheme. The electronic system shall include electronic payment cards for users, computer system/technical system that, amongst other things, ensures two way communication with the taxis as well as administration services, including settlement with the transporters.

In Møre og Romsdal county there are currently approx. 688 TT users. The county's budget for the TT scheme was 13 600 000 NOK in 2012.New TT users are approved twice a year, in May and November. Prioritised applicants can be approved as new TT users continuously. Prioritised applicants are currently blind/very partially sighted persons and wheelchair users, as well as applicants that move to Møre og Romsdal and who are approved as TT users in the county they have moved from.Executive officers in the municipalities consider the applications for approval of TT users based on guidelines adopted by the county. Appeals are also dealt with in the municipalities. There is a fixed user ceiling, i.e. how many TT users that can maximum be approved in each municipality. There are 36 municipalities in Møre og Romsdal and the maximum number of TT users per municipality currently varies from 23 to 1056.

A contract shall be signed with a service provider for 2 years, with an option for an extension for 2 new years, 1 year at a time (1 + 1).
