2013/10970 Framework agreement, audible population emergency notification system

The Norwegian Directorate for Civil Protection (DSB), henceforth referred to as the Awarding Authority, invites to a tender contest. The Norwegian Civil Defence's typhoon notification system comprises the following main components: Cabinets for reception of signals and control of notification system, pneumatic system with accompanying valve plate and typhoons. The objective of the procurement is to meet the Awarding Authority's requirement for pneumatic system with accompanying valve plate. The Norwegian Civil Defence's typhoon notification system has strict requirements related to operation and uptime as the systems are in continuous state of preparedness. The systems are tested four times a year and are normally not frequently used.
See Annex 1; table of Requirements for further description. The contract period is 4 years and valid as soon as the contract is signed by both parties. Call-offs against the agreement will during the contract period be dependent on central guidelines and priority areas, both in connection with professional and financial frames. This is decided in the annual award letter from the Ministry of Justice and Public Security and applies for one budget year at a time, only. Consequently the Awarding Authority cannot bind oneself to a certain number of call-offs per annum or in total, during the contract period.
The tender shall be in Norwegian and include:
A dated tender letter.
The tenderer's name, address, contact person, telephone and e-mail address.
Reservations, if any.
Completed Annex 1; table of requirements.
Emphasis shall be on the information on top in the table of requirements, regarding filling in, information, and the relation between and the significance of fulfilment, possibly missing fulfilment of shall and should requirements.
It is emphasised that the tenderer is responsible for imprecision in own tender and that imprecision, e.g. missing or insufficient completion of Annex 1 table of requirements may result in rejection. C.f. the public procurement regulations' §§ 20-13 or 20-14.
If the tender contains uncertainties or have inadequate description, the Awarding Authority should be notified well before the tender deadline, by questions addressed through the communication module in Mercell.
