The contract is for two (2) framework agreements for the lease of satellite capacity:
One contract for commercial frequency bands - C and KU bands;
One contract for government frequency bands X and KA bands (UHF bands are an "ought to" requirement).
The framework agreements will be evaluated separately. If the same service provider wins both evaluations, only one framework agreement will be signed for all the bands. The framework agreements also cover the purchase of additional services such as the lease of landline, courses, placement of equipment at the service provider - see the tender documents.
