2-BYM-2013 Operation/maintenance of roads/ town spaces in the central area in the period 2013 – 2018

The contract is for the operation and maintenance of roads and town spaces in the above mentioned districts in Oslo municipality. The tender documents, annex 1 "Description of services included in the contract" gives an account of what the contract involves, the contract's geographical area and special conditions that must be taken into consideraton. The following services are included in the contract:
- Winter operations,
- Spring cleaning,
- Emptying drains,
- Asphalt repairs,
- Operations patrol,
- Mechanical cleaning,
- Maintaining green areas,
- Bus stop operation,
- Stand-by vehicle and stand-by contract,
- Various daywork.
The contract is decribed in relative detail with deadlines for which each element shall be completed. The service provider will however be able to find his own methods to fulfil the contract in the most efficient way without this affecting the quality.
Equivalent work can also, through this awarding authority, include areas connected to other departments and companies in Oslo, current possible orderers are the Port of Oslo and the Sanitation Department.
The contract is for the operation and maintenance of roads and town spaces on the municipal road network in the following districts, Centre, Gamle Oslo, Grünerløkka, Sagene, St. Hanshaugen and Frogner.

Service providers are asked to provide feedback to the awarding authority's contact person on who (name) will participate in the tender conference. This ought to be sent the day before the conference at the latest. Service providers are requested to send any questions in advance so that the awarding authority can prepare its answers. Questions will be made anonymous. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

- Credit rating, not older than 6 month, based on the last known accounting figures.
The rating shall be carried out by a publicly certified credit rating institution.
The awarding authority reserves the right to obtain its own credit rating if it is deemed to be necessary.
Minste nivå(er) av standarder:
-Service providers shall be credit worthy and have a rating of character «3 credit worthy» or better in accordance with Soliditet Decision AS' rating, or equivalent from another credit rating company.
Teknisk og faglig kapasitet:

-An account of the service provider's average work strength and the number of employees in the administrative management during the last 3 years.
-A description of the technical personnel that the service provider can use for fulfilment of the contract, whether they belong to the company or not.
-A description of the tools, machines and technical equipment that the service provider can use for fulfilment of the company, whether they belong to the company or not. The account shall include the type and year model of each unit.
-An account of how much of the contract will be carried out by sub suppliers.
-Information on the education and professional qualifications of the service provider's and company's administrative management and for key personnel - including the boss, area manager and site managers - who will be responsible for providing the service. CVs for key persons are to be enclosed.

-An overview of equivalent contracts completed in the last 3 years. The overview shall state which work assignments have been done, the work's value, date and the name of the public or private recipient.
-An account of the service provider's environment management system.

-Service providers shall have a good ability to fulfil the contract as regards technical resources and personnel.
-Service providers shall have key personnel (amongst others the boss, area manager and site managers) who have competence and experience from equivalent work.
-Service providers are required to have good experiecne from equivalent contracts. This means that the service provider has carried out all or major parts of equivalent contracts as described for this contract.
-Service providers are required to have an environment management system.
-Service providers are required ot have a good quality assurance system.
