19/2013 Parallel framework agreements for independent control

The new regulations of the Planning and Building Act (PBA) for independent control were valid from 1.1.2013. This means that the developer is obliged to ensure that both planning and execution of a project is subject to an independent control (control conducted by a firm with no previous connections to the project). The control is limited to important and critical areas in a project, see PBA § 24-1.
Water and Sewerage Authority (Vann- og avløpsetaten) requires parallel framework agreements for independent control.
Framework agreements shall be entered into with three service providers for each of the following categories:
— Lot 1: Independent control of planning and execution in geotechnics;
— Lot 2: Independent control of planning in structural engineering, building physics and fire safety, as well as independent control of execution in construction safety and building physics.

1. Copy of the central authorisation or documentation of qualifications (equivalent to that required for central authentication), showing that the necessary approval can be obtained prior to commencement of the contract within engineering design and execution:

— Responsible controller for construction safety, development class 2 and 3;
— Responsible controller for building physics, development class 2 and 3;
— Fire safety, development class 2 and 3.
The Contractor shall provide a general description of the organization of quality assurance and internal control system used for the particular contract work and TOC.
2. Service provider shall submit relevant checklists for assignments in independent control within the relevant fields and attach template for the final report.

— Central approval or document that the supplier can obtain necessary approval within the areas covered by the contract (part tender);
— A good and efficient quality management system and internal control system for the services to be provided.
