Throughout the year the Awarding Agency announces many smaller assignments within the category of lightweight layer works, manhole rebuilding and trench works. To avoid competitive bidding for each individual assignment, it is desirable for the Awarding Authority to have a framework that can be applied to use for call offs within these type of assignments. The Awarding Authority has a dedicated emergency department (Department for technical preparedness - ATB ) that currently performs a majority of these assignments , but ATB does not have the capacity to carry out all of these assignments.
The Awarding Authority intends to enter into a framework agreement with a single supplier .
It is estimated that the agreement will have an annual value of approximately 12 million NOK. The actual use may vary from year to year, and the Awarding Authority is not bound to this estimate . The assignments duration may vary from short light layer assignments with a duration of a few days, to some larger projects that extend over several months. The bulk of the assignments are expected to be around 2-3 months in duration.
The Awarding Authority reserves the right to announce their own competitions for contracts that are considered to be on the larger scale (both with time, work scope and costs ) in comparison to the assignments intended for this framework agreement .

The contract period is for 2 years from the date of entering into an agreement. The Awarding Authority may trigger an option for an additional 2 years with the same terms.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement)
(3) Company tax certificate (National requirement)
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)
Økonomisk og finansiell stilling:
(1) Other documentation required (please state below)
— The company's last 3 annual financial statements including notes, the board's annual reports and audit reports, including any new information of relevance to the company financial accounts
— Credit appraisal / rating, not older than 3 months, and based on the most recent figures. The rating shall be performed by approved credit rating agency.
Minste nivå(er) av standarder:
— The supplier shall have the financial capacity to complete the assignment / contract.
Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past five years, with the values, dates and recipients (for works contracts)
(2) A statement of the quality assurance/quality control system operated by the company.
(3) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts)
(4) A description of the tools, plant or technical equipment available to the company for carrying out the contract (for works contracts)
(5) Other documentation required (please state below)
— Copy of central approval or statements that it is likely that the supplier shall obtain local approval before the contract start-up
— A report of the supplier's environmental management system or a copy of the ISO 14000 certificate or similar
— Testimonials and certificates of education and work experience of the supplier, the company's administrative management team, or information about the person or persons responsible for the execution of this contract
— Report on the supplier's average manpower and number of staff members in the administration management team during the past 3 years.

— The supplier must have an overall good experience with assignments of similar nature and complexity. The supplier must have experience within all discipline areas; trench works, lightweight layer works and manhole rebuilding
— The supplier must have good competence and capacity
— The supplier must have qualifications equivalent enterprise classification 3 for the approval area responsible with works areas for building, facilities or construction, technical installations
— The supplier must have a functioning quality management system
— The supplier must have a functioning environmental management system
