13/1536 Procurement of evaluation assignment - dam safety

Dam installations and other waterway systems may be a hazard to the society if the safety of the plants is unattended. The practice of public control and supervision of dams in Norway started in 1909 with the foundation of the Control Department (former Norwegian Water Administration).
Today the supervision with safety of dams and other waterway plants is taken care of by the Section for Dam Safety at the Norwegian water resources and energy directorate (NVE), henceforth referred to as the Awarding Authority. The waterway plant concept includes i.a. dams (barrages), water routes related to power plants including tunnels, pressure pipe gates and valves, cross cut gates, plugs and lock systems. Per 01.09.2013 the Awarding Authority supervises 3 775 dams and 1 539 waterways owned by 868 liable owners.
The objective of the evaluation is to examine how the Awarding Authority safeguards the supervisory assignments for dam safety. This shall result in achieving knowledge which shall be used in connection with future administration of the assignment.
The legal framework for the Awarding Authority's work with dam safety is the Dam Safety Regulation, from 2010.
The actual regulation is not subject to evaluation. The evaluation shall examine the Awarding Authority's organisation and use of resources and assess if these are adequate and lead to intentional results. The evaluation shall also include assignments conducted by the Section for Dam Safety without being governed by the regulation.
