10/5495 Evaluation of the Quota Scheme (New notice)

The Ministry of Education and Research has decided to evaluate the support scheme through the Norwegian State Educational Loan Fund for students from developing countries, countries in the Western Balkans, in Eastern Europe and in Central Asia (called the Quota Scheme). The basis for the Quota Scheme is partly development aid policy and partly education policy.
The evaluation shall assess the scheme and the effects of it. The framework conditions for the scheme have changed significantly over the past decade, both politically and administratively. The Ministry of Education and Research wishes to evaluate the scheme in the light of the changed framework conditions that are prevalent in both the education policy area and the international development policy area. It is important that the evaluation highlights how the scheme may be used in a more strategic way in order to further develop Norwegian education policies, and in particular the internationalisation policy, as well as development policies.
