The contract is for the operation and maintenance of roads and town spaces in the above mentioned districts in Oslo municipality. An account of what the contract is for, the contract's geographical area and special conditions that must be taken into consideration is in the tender documents annex 1 "Description of services covered by the contract". The following services are included in the contract:
- Winter operations
- Spring cleaning
- Emptying drains
- Repairing asphalt
- Operational patrol
- Mechanical cleaning
- Bus stops/shelters/car parks
- Various daywork
The contract has detailed descriptions with deadlines for when each element shall be completed. However the service provider can find methods to carry out the services in the most efficient way without it affecting the quality.
The contract is for 3 years.
The work shall start 1.9.2013 and end 31.8.2016.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established
(3) Value added tax certificate (National requirement)
(4) Company tax certificate (National requirement)
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)
- Norwegian companies: Company registration certificate
- Foreign companies: Proof that the company is registered in a trade register or company register as described in the law in the country where the service provider is established.
Økonomisk og finansiell stilling:
- Credit rating, not older than 6 months, based on the last known accounting figures.
The rating shall be carried out by a certified credit rating institution.
The awarding authority reserves the right to obtain its own credit rating if it is deemed necessary.
Minste nivå(er) av standarder:
- Service providers shall be credit worthy and have the rating character «3 credit worthy» or better in accordance with Soliditet Decision AS's rating, or equivalent from another credit information company.
Teknisk og faglig kapasitet:
- An account of the service provider's average work strength and the number of employees in the administrative management during the last three years.
- A description of the technical personnel that the service provder can use for fulfilment of the contract, whether they belong to the company or not.
- A description of the tools, machines and technical equipment that the service provider can use for fulfilment of the contract, whether they belong to the company or not. The account shall include the type and year model for each unit.
- A statement of how much of the contract will be carried out by sub contractors.
- Information on education and professional qualifications at the service provider and the company's administrative management and key personnel- including the foreman, person responsible for the area and site managers - who will be responsible for the service. CVs for key personnel are to be enclosed.

- An overview of equivalent contracts carried out in the last 3 years. The overview shall state which work assignments were carried out, the work's value, date and the name of the public or private recipients.
- Description of the service provider's environment control system, in particular relevant environment management measures that the service providers can use for fulfilment of the contract.
If the service provider is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.
Minste nivå(er) av standarder:
- Service providers shall have a good ability to fulfil the contract, both as regards technical resources and personnel.
- Service providers shall have key personnel (including the foreman, person responsible for the area and site managers) who have competence and experience from equivalent work.
- Service providers are required to have good experience from equivalent contracts. This means that service providers are to have carried out all of major parts of equivalent contracts as regards the description of this contract.
- Service providers are required to have an environment control system.
