0072013 Downstream solution for bulky waste removal from the schools in Oslo

Renovasjonsetaten (REN) has the need for a delivery location and downstream solutions for bulky waste removal from the schools in Oslo. A contract shall be entered into for a delivery location that receives both pure and bulky waste fractions and which can sort the ungraded bulky waste, so that the most bulky waste removal can be used for material recycling and energy recycling. The supplier should also be able to rent out containers.
The ungraded factions will come unevenly throughout the year and which will also be based on that the school orders containers for such a cleanup.
The schools will also be encouraged to separate the various bulky waste removal from instructions given by the Awarding Authority and then deliver the most pure fractions as possible.
Some pure fractions such as wood and metals will come evenly throughout the year from schools with vocational subjects (this does not apply for July).

Beskrivelse av opsjoner:
The services are planned during the period of 10/12/2013 to 10/12/2015. The contract has an option for the Awarding Authority to extend the contract for up to an additional 1 + 1.2 years until 01/02/2018 with the same terms.
In addition to the following options:
1: 9920 bulky waste for sorting from the RUSKEN campaign, approx. 250 tons distributed in April/May.
2: Container rental of up to 20 units, closed and open containers of 15-20 m
3: Extension of the contract for the supply of new pure waste fractions.
Foreløpig tidsplan for bruk av opsjoner: 26 måneder

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
The company's last annual financial statements including notes, the board's annual reports and audit reports, including new information that may be of relevance to the company's accounting figures.
REN will also obtain a credit rating from Experian as a basis for the assessment.
Minste nivå(er) av standarder: The supplier shall have a good credit rating.
Teknisk og faglig kapasitet:
1) The suppliers most important deliveries from the last 3 years, including with the values, dates and recipients / clients.
2) Documentation of the total capacity in accordance with licenses, estimated capacity per May 2013, availability per May 2013 and the inlaid buffer capacity per fraction. Documentation for the average emptying / and waiting time shall also be attached.

3) Confirmation / concession from an approved (e) reception site (s) for the relevant fractions.
4) Short description of the method for quality assurance.

2) Good capacity at the receiving site is required.
3) The supplier shall have an approved reception site(s) for the relevant fractions.
4) The supplier shall have a quality assurance system that meets the requirements for the management and reporting of the works.
