This contract work consists of the development of new national road 2 between profile -392 and 9230 on the lot national road 2 Slomarka-Kongsvinger in Sør-Odal municipality in Hedmark county. The contract will be signed with the extent in the tender documents. After the contract has been signed and the extent has been checked the extent will, with the exception of further specified processes, be locked and will form the basis for the target price.
The assignment mainly consists of the following main elements:
— New 4 lane road from the start of the lot at profile -392 to the contract border at profile 9230,
— 2 level junction on national road 2 at Slomarka (approx. profile 350) and at Sander (approx. profile 4900),
— Arrivals parking in connection with the 2 level junction.
Bridge constructions:
— 3 bridges on the new national road 2 route; Sloa, Fulusaga and Kjølset,
— 2 overpasses at Slomarka and Sander,
— 2 overpass bridges Steinbakken bridge and Melstrøm bridge,
— Electricity culvert for a river crossing under the county road at Slomarka,
— Renovation of Sloå footbridge at Slomarka,
— Light filling of EPS on county road at Slomarka,
— Alteration of local roads,
— Complete system for draining and handling surface water,
— Alteration and upgrade of municipal pipeline installations including main water pipelines 450mm and 500mm, sewage pump stations and holding/cleaning installations,
— Municipal water and sewage culvert under the new national road 2 at the Slomarka junction,
— Drawing pipes, manholes, foundations and earthing installations for new street light installations along national road 2, ramps and junction,
— Railings as well as traffic signs including portals and columns,
— Road markings,
— Planting works,
— Delivery and assembly of distribution cupboard, transformers, masts, fittings and cables for street light installations as well as electro works for the bridge constructions are not included in the assignment,
— Delivery and assembly of cables and cupboard for the counting point at Strøm is not included in the assignment.

Tenderers shall, as documentation of their technical and site experience, give an overview of the 3-5 last and most relevant equivalent assignments carried out or being carried out during the last 5 years, including their value, date and recipient.

Tenderers shall, as documentation of the builder’s experience, give an overview of 3-5 assignments, possibly of another type, that the tenderer has carried out or is carrying out, including, among other things, their value, date, recipient, reference person and manlabour years.

Tenderers shall, as documentation, state…

… their equity and total capital from the last reported accounts. Equity and total capital from a group, parent or subsidiary company is not included.

Tenderers shall document their competence and experience for key persons who will be used for the assignment. Furthermore tenderers shall give an account of how the tenderer will organise the execution of the contract. See the tender documents.

Minste nivå(er) av standarder:

Technical and professional competence and relevant experience is required in the key persons who will be used for the assignment. Competence and experience for central trades shall be documented with CVs. As a minimum this is to include the trades: concrete constructions, road development, water and sewage engineering, blasting works and geotechniques.

The tender shall include an account of how the tenderer will organise the contract. Important conditions here are, among other things, that the organisation has the capacity to fulfil the contract work and the ability to handle unforeseen conditions. The contractor must account for sufficient available manpower and machines in the contract period to fulfil the contract work. In addition a general progress plan shall be provided.

Tenderers shall have experience from work of the same nature and degree of difficulty.

Statens vegvesen and other awarding authority’s experiences with the tenderer will be evaluated.

Tenderers are required to have references to relevant contracts that they have fulfilled in a satisfactory way.

Conditions that will be evaluated are connected to, among other things:

— documentation of performed quality,

— fulfilment of contracts,

— routines for HSE, and compliance to them,

— keeping deadlines,

— follow up in the claims period.

Information on the assignments that the tenderer has had during the recent years, with the names of references at the awarding authority.
