Temporary staff recruitment services to the Research Council of Norway

The Research Council of Norway, henceforth referred to as the Awarding Authority would like to enter into parallel framework agreements with 3 service providers for purchase of temporary staff recruitment services.
In connection with absence due to sickness, other short-term absence and/or leave of absence, the Awarding Authority will from time to time need to hire temporary staff from a temporary staff recruitment agency. The temporary staff shall cover the following fields:
— office and IT technical services,
— wage and accounting work, operation and user support within IT/ICT work,
— reception work, post-office work,
— positions which will require further specified professional competence, including vocational and academically competence.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.

(3) Value added tax certificate (National requirement).

(4) Company tax certificate (National requirement).

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

The tenderer shall be a legally established company.

The tenderer must have competent personnel. Signed statement of competency shall be presented. See also the qualification documents for further information.

Økonomisk og finansiell stilling:

Credit appraisal/rating not older than 1 year based on the most recent accounting figures. The rating shall be carried out by a publicly approved credit rating agency. The Awarding Authority reserves the right to obtain separate credit appraisal if found adequate.

The tenderer shall have sufficient financial strength to comply with the contractual obligations.

Teknisk og faglig kapasitet:

Overview of the company’s manpower for the relevant areas.

A brief description of the company’s implementation ability and capacity for the relevant assignment shall be attached.

Statement of the company’s routines related to quality assurance. Overview of the company’s principal, corresponding deliveries for the previous 3 years carried out by personnel currently employed in the company.

Minste nivå(er) av standarder:

Very good implementation ability and capacity for providing the requested services. A good and efficient quality assurance system is required. The service provider, including sub-provider, if any, must have the necessary competence and experience to conduct recruitment of temporary staff and selection of temporary staff for each assignment.
