System solution for interactive referral and requesting (IHR)

Helse Vest offers a competition for delivering of a «System solution for interactive referral and requesting (IHR)”. The solution shall support the requesting and referral process from The Primary Health Care to the Specialist Health Care (Health entity, HF).
Helse Vest acquires the solution and makes it available for all hospitals in the region and for all requesters and referrals in the Primary Health Care who use the services from the hospital department’s (laboratories, imaging and clinic). This also include the requesters from the municipality health service.
The requested solution shall have an efficient user interface with fewest possible keystrokes for all processes associated to referral and request. The workflow should be fast and reliable with a minimum of screens and a self-explanatory design. The solution shall have fully functionality for requesting and referral and also a service catalog containing the services offered by Helse Vest.
The solution shall give the Health Entities opportunities for facilitating services in a service catalog for each of the areas clinic, imaging and laboratory services. The service catalog shall be used for distribution of services with support for decision for the requester. In addition it will be used for establishing, updating and management of services with support for decision for the Specialist Health Care. The solution must have a user friendly and appropriate administrator tool for establishing and maintenance of the service catalog.
To support the requester’s work flow this means that the solution must be tightly integrated to the actual EPR systems used in the Helse Vest region. The solution shall also enable the service catalog to be used as an independent component in the mentioned EPR systems where it is desirable to use the referral and requesting facilities un these systems.
In the future the solution, or part of it, may be used for referring and requesting also between hospitals. In this case it will be a further development since the specification of requirements is not designed for this purpose.
