This is a tender contest for ticket sales through mobile telephones and includes an overall service for sales of single tickets by mobile applications in Smartphones.
The objective with this procurement is to provide Skyss’, henceforth referred to as the Awarding Authority, travellers a user friendly system for purchase of individual tickets through Smartphones. The Awarding Authority wishes to enter into a contract with one supplier who shall have the overall liability and provide this as a service to the Awarding Authority.
The Awarding Authority wishes to implement the system ASAP and in accordance with a strategy further described in the tender documents.

Beskrivelse av opsjoner:

The following options are to be assessed:

a) The system should in the longer term manage sales of tickets based on travels between certain stops and with several different tariff zones.

b) The system should be able to change functionality in relation to integrations and interfaces. Further precise requirements to the system and the service will be given in the tender documents distributed to qualified suppliers.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (National requirement).

(3) Company tax certificate (National requirement)

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Requirement: The supplier shall have settled conditions in relation to payment of taxes, payroll tax and VAT.

Requirement: For services provided in Norway, the tenderer shall comply with Norwegian HSE requirements.

Requirement: The tenderer shall be a legally established company.

Self-declaration regarding conduct:

Requirement: the tenderer shall have good conduct.

Documentation requirement: The tenderer shall, by presenting self-declaration, confirm that the requirements in Annex B are fulfilled.

Økonomisk og finansiell stilling:

The tenderer’s two most recent concluded annual accounts, including notes and the board’s and auditor’s report. If the annual accounts for 2011 are not completed within the deadline for requests for participation, the tenderer shall submit preliminary annual accounts for 2011.

The Awarding Authority reserves the right to obtain credit appraisal from a credit rating agency. Financial strength will be assessed in relation to turnover, operating margin, solidity and liquidity.

The tenderer shall have sufficient financial strength to meet the contractual obligations.

Documentation requirements in relation to Capacity and competence:

A brief description of the following shall be given:

— The supplier structure including sub-suppliers and partners, if any.

— The company’s business idea, the existing operation, history and ownership.

— The supplier’s organisation including size, competence and area of responsibility.

— Competence and capacity at the supplier’s disposal in relation to this procurement.

Documentation requirements related to experience:

Minimum 1, maximum 5 relevant references for the previous 3 years. The attached template (Annex C) shall be completed. Option for the Awarding Authority to address the contacts given in the reference form.

The supplier must have sufficient competence, capacity to carry out the delivery, conduct and administer it.

Requirement in relation to Experience:

The supplier shall have delivered equivalent systems and services previously with a good outcome and in a good an efficient manner.
