The Norwegian Correctional Services uses electronic monitoring as an alternative to imprisonment. Currently software and equipment is provided by Guidance Monitoring Ltd. This tender is for a new contract for software, equipment, consumables, including services for implementation and maintenance. The software shall be based on a standard system. The software shall be installed on the technical platform of the Norwegian Correctional Services’ IT Centre (KITT) in Horten, which will be responsible for operating the system. The equipment shall comprise electronic monitoring equipment (EM-equipment) and equipment for assembly/disassembly of the EM-equipment. The EM- equipment shall include monitoring units placed in the home of the offender and a tag assembled on the offenders leg. This is primarily a limited pilot project but by political decision may become permanent. The capacity is 215 offenders being tagged at any given time. The new system shall be implemented in the same 10 counties that currently use the system and it shall have the capacity to serve the same amount of offenders as today. The system can be extended to a further 9 counties with the capacity to serve a further 285 offenders at any given time. The current equipment and consumables may be used in a new system. The estimated value of the current equipment and consumables is 1 769 248 NOK including VAT. This value will be added to the contract price provided the equipment and consumables cannot be used in the system offered in the tender. The tender includes a procurement and a maintenance contract. The maintenance contract shall include software and equipment and an option for extended maintenance The contract is planned to be signed in October 2012, with implementation starting immediately after and delivery in the beginning of May 2013. Ordinary maintenance will run from the delivery date in accordance with the maintenance contract. The duration of the contract shall be four years subject to earlier or later termination at the discretion of the customer. The supplier shall have fulfilled all legal requirements in Norway within health, environment and safety (HSE) or will fulfil these upon award of contract for works carried out in Norway.
As proof that the requirement is fulfilled a HSE statement stating that the supplier fulfils, or possibly will fulfil, legal requirements in Norway within health, environment and safety is to be enclosed.
