Service provider for Enova SF’s response service 2013-2014

Enova SF

Enova SF, henceforth referred to as the Awarding Authority, wishes to enter into an agreement with a service provider who shall implement and operate response service on behalf of the Awarding Authority.
The tender invitation also includes additional assignments for counselling service in connection with the energy labelling system for buildings as well as energy assessments of technical installations in buildings. The Norwegian water resources and energy directorate (NVE) is responsible for the energy labelling system, but counselling services for related subject areas shall be coordinated and managed by the same response services coordinated and managed by the Awarding Authority’s response service.
The service is mainly in connection with incoming and outgoing telephone requests, but e-mails and requests through the internet (chat and social media) are also included in the assignment. The service provider shall manage agreed upon incoming and outgoing requests for the Awarding Authority with prearranged requirements for response time and satisfaction.

Requirement:

The service provider shall have sufficient financial strength to fulfil the contract.

Documentation requirement:

The service provider’s annual accounts including notes with the board's report, the auditor's report.

If the annual accounts for the last year are not yet completed within the deadline for receipt of tenders, the service provider shall present provisional annual accounts for the last year.

The Awarding Authority reserves the right to conduct credit appraisal of the tenderer. Financial strength is assessed in relation to turnover, operating margin, solidity and liquidity.

Teknisk og faglig kapasitet:

(1) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts)

Requirement:

The service provider shall have sufficient implementation ability.

Documentation requirement:

Own company:

A short and general description of the company shall be given, including:

— An account of the company's business idea and core competence related to the extent of the contract,

— An overview of the company's history, organisation and ownership, as well as a description of the current company,

— Description of how the service provider is organised for this contract. The service provider shall through own or coadjutant businesses substantiate a resource base of minimum 6 people,

— A short description shall be given of the general quality assurance system that the service provider will use for fulfilment of the contract.

Joint venture partners/sub providers:

If any joint venture constellations and sub-providers are engaged, the service provider shall present the following information:

— Names, addresses and Business Register Numbers for the sub-providers,

— Description of the parts of the assignments in connection service contracts shall be provided by sub-providers,

— If the service provider relies on sub-providers for fulfilling one or several qualification requirements, sufficient documentation for the sub-provider shall be presented. The documentation shall substantiate that the requirements are fulfilled.

Liability statement, agreement on co-operation or corresponding formal information which demonstrates that the service provider has the necessary resources from the sub-providers at disposal. The service providers are encouraged to use annex C.

Minste nivå(er) av standarder:

Requirement:

The service provider shall have experience with corresponding assignments.

Documentation requirements:

The service provider shall substantiate experience with counselling. The Awarding Authority does not consider experience with telephone sales as sufficient in relation to compliance with qualification requirement. The counselling must have been provided as a service, independent on products and other special interests. Attestations from corresponding assignments for the previous 3 years shall be presented. The attestations shall be signed or contain letters of confirmation from the awarding authorities of the various assignments. The attestations shall as a minimum contain:

— Brief description of the assignment,

— Date of implementation,

— Contract value,

— Name and telephone no. of the awarding authority‘s reference person.

If signed and confirmed attestation is unobtainable, the service provider shall present a list of all relevant assignments with description in accordance with the above listed points.

The Awarding Authority shall be given permission to contact the stated reference persons.

Energy professional competence.

The service provider shall substantiate energy professional competence for the Awarding Authority‘s areas in relation to households and professional groups which also covers the Norwegian water resources and energy directorate’s (NVE) competence requirements in relation to the energy labelling system.
