The Norwegian Government Agency for Financial Management (hereafter called DFØ) is holding an open tender competition with the aim of purchasing separate security ports for service orientated architecture, XML Gateways.
DFØ was previously called the Centre for Government Financial Management (SSØ) but changed names 14.11.2011 to the Norwegian Government Agency for Financial Management. DFØ’s assignment is to strengthen government financial management and improved the use of resources in this area.
DFØ is an advisor for central authorities within government financial management and carries out administrative assignments for all government entities. In addition DFØ provides financial services (wages and accounting) for approx. 70 percent of the government companies.
DFØ currently has approx. 370 employees divided between six offices and a central unit in Oslo. The offices are located in Hamar, Drammen, Kristiansand, Stavanger, Trondheim and Tromsø. In addition there is a department in Vadsø that is under Tromsø.
DFØ offers joint services within wages, accounting and e-commerce to administration. The actual existing system landscape at DFØ consists of SAP NetWeaver Process Integration (SAP PI) as the integration component. The professional systems behind mainly consist of application environments with SAP for wages, Agresso for accounts and Basware as the e-commerce system. In addition there is a Contempus environment for e-invoices, but this is shortly being phased out for Basware. The data exchange need between the various internal systems and between DFØ and external interaction partners is currently solved to a large degree with the help of file transfer on FTP based system.
On the external side the actual integration partners are mainly other government organs that DFØ serves or cooperates with. There currently is no joint standard for integration and exchanging messages, and best practice can vary with trade and maturity of the various integration partners. Therefore a gateway system is requested with a large degree of flexibility as regards standard and protocol support.
The requested system for secure communication shall covert the need for development testing and production environments, it is expected that a minimum of three parallel environments must be supported. The various environment stacks run in various network zones and the system must therefore be able to support several virtual networks.
The gateway system shall be placed in front of the integration platform and it is expected to cover a number of different capabilities (services or mechanisms). The integration services that shall be exposed via the gateway system can be used for services of different degrees of sensitivity – and therefore have different needs for security mechanisms. The system ought to be flexible as regards to defining different security policies that ought to be reusable across several services, either via mapping directly in the product or in an external policy decision point.
The system that we would like to have realised can be seen as a set of services or mechanisms that in total make up a conceptual web service security gateway. This can in principle be realised as one or several physical products.
