Review, evaluation and vectorizing of zoning plans

Drammen kommune

The municipality shall carry out a review of all non-vectorized plans to evaluate whether they shall be vectorized or not.
Prior to the review, the evaluation criteria to be used for the assessments must be determined. Criteria must be determined both for plans to be invalidated and for plans not to be invalidated.
Service provider shall make the script for the plans to be vectorized (an unknown number). The assignments shall be clarified in close co-operation with the municipality.
Service provider shall then vectorize all potential and current plans, and thereafter carry out adaptations, quality control and supply, in accordance with the technical requirements in attachment 6.
Service provider shall identify the legal consequences of plans that are suggested to be invalidated, and also provide an evaluation basis for municipal case workers who will make the final decision on invalidation.
The criteria for vectorization shall also be presented, describing details of content and geographic accuracy. See attacment 6.

It is difficult to define exactly how many plans will be included in the assignment. We have assumed an expected number to be used in the calculation of service providers' tenders. It is not possible to give an exact number, as this depends on the outcome of the evaluation. 540 plans shall be reviewed.
380 plans shall be vectorized
160 plans are proposed to be invalidated, and legal implications shall be considered.
We consider that the assignment is completed when service provider has produced a list of plans that shall be formally invalidated, produced an evaluation basis with legal consequences for the suggested invalidated plans, and that all the current plans are vectorized, been supplied into the municipal GIS and planning register, and follows the technical requirements described in attachment 6.
All plans in Drammen have previously been scanned and geo-referenced. In addition, the plan provisions and title blocks have been scanned. Plan Outline is vectorized.
