The project is in the first construction stage planned with a net area of approx. 4 000 m2 of which approx. 2 800 m2 is for magazinesa nd technical areas and approx. 1 200 m2 for other functions (offices, meeting rooms, public areas, course premises etc.).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Declaration of the company's participation in a publicly verified apprentice scheme(s) relevant to the contract.

(3) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.

(4) Value added tax certificate (National requirement).

(5) Company tax certificate (National requirement).

(6) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

The contractor shall have his tax payments in order.

The contractor shall have his VAT payments in order.

The contractor shall be a legally established company.

Contractors who shall carry out work in Norway must fulfil the current health, environment and safety requirements laid down by the Norwegian authorities.

Økonomisk og finansiell stilling:

(1) Other documentation required (please state below):

— the contractor’s annual accounts, annual report and the auditor’s report for the last three years and recent information that is of importance for the contractor’s accounting figures. The annual accounts, annual report and auditor’s report are what Norwegian companies send to the Brønnøysund Register Centre,

— credit analysis of the contractor issued by a certified credit rating agency,

— confirmation that a parent company guarantee or other guarantee from a third instance (bank/finance) will be provided (if relevant),

— information on the financial conditions or losses that are not documented other places and that are required to be documented in accordance with the Norwegian and/or international accounting standards,

— experience with financing similar projects. Documented by filling in the reference list included in the application form point 4.3,

— example of the financing plan for a similar project.

Minste nivå(er) av standarder:

Good financial solidigy and the financial ability to fulfil the contract/financing understanding are required.

Teknisk og faglig kapasitet:

(1) Other documentation required (please state below).

1. Competence.

Contractors shall work out a competence matrix for each area of responsibility/profession.

The following areas of responsibility shall as a minimum be included in the matrix, project management, controller, SHA, architect, environmental protection officer, technical consultants (engineering designers), financial advisors, environmental consultants, property operators and any central contractors. A list of which company shall carry out the assignment shall be given for each profession. A description shall be given of the personnel with education and professional qualifications that the contractor can use within each of the general and special professions. CVs shall not be sent.

Documented by filling in the matrix included in the application form point 5.2.

2. Experience from equivalent assignments:

Contractors shall work out an overview of the most important assignments in the last five years, including a description of the five most relevant assignments, including their value, date and recipients.

Names and e-mail addresses of a contact person shall be given for each of these five most relevant projects, including the tenants. The awarding authority reserves the right to contract the named reference persons.

Documented by filling in a reference list included in the application from point 5.3.

— Valid proof of central certification for the right to be responsible development class 3 for SØK and PRO respectively and also for UTF if the contractor group consists of a contractor.

— documentation that the company fulfils the requirements for local right to be responsible for the initiative within the same development class and function mentioned above. For further information on the requirements for achieving such certification, see the Building Application Regulations (Case 10) Third Part – Certification and Responsibility,

— account of the contractor’s quality assurance/control system in order to ensure that the assignment is carried out in the most efficient and functional way, including a system for ensuring that interdisciplinary environment and climate requirements are adhered to,

— the leading companies in the contractor group shall enclose an example of a project plan from a completed project that includes: activity description, documentation of performance measurement (activity, costs and progress),

— PA plans for handling sub contractors shall be documented,

— a self-declaration shall be enclosed that describes how the routines are carried out and function. If the routines are described in the company’s quality assurance or environment management system in accordance with Miljøfyrtårn, ISO 14001, EMAS or equivalent third party verified system, it is sufficient to enclose the valid certificate.

Contractors shall have a very good ability to fulfil the contract;

1. Contractors are required to have very good competence in fulfilling equivalent assignments. (Property developers and long term property owner with administration, maintenance and operational responsibility).

2. Contractors are required to have experience from equivalent assignments. (Property developers and long term property owner with administration, maintenance and operational responsibility).

Contractors are required to either have or be able to achieve the necessary public certifications for fulfilling the contract.

A good and well functioning quality assurance system is required.

An environment management system is to be established, which, as a minimum is to consist of the routines for seeing to the following elements:

— system for the company’s environment aims and environment policy,

— competence strategy for the environment,

— procedures for fulfilling the services in an environmental and responsible way.

If there are too many qualified service providers, IKA Kongsberg will invite the service provider who are best qualified based on the qualification requirements in the competition. When deciding who the best qualified are, the awarding authority will put most weight on the service provider’s ability to fulfil the contract.
