Reception, transport and treatment of residue waste for energy utilisation

Renholdsverket, hereafter called the awarding authority, invite actual actors to register their interest for participation (pre-qualification application) in a negotiated procedure for a contract for the reception, transport and treatment of residue waste for energy utilisation.
The contract is for the reception of residue waste for energy utilisation, possibly the necessary operation of the reception place, pre-processing and intermediate storage, as well as transport from the reception place to treatment. Most of the waste is collected by the awarding authority’s refuse collection vehicles directly from households in Trondheim municipality. These amounts also include waste collected from municipal businesses in the municipality. A small amount of the waste will be received at the recycling station at Hegstadmoen. The awarding authority would also like an option for loading and transporting combustible residue waste from the recycling station. The assignment is described in more detail in the attached "contract description".
Tenders can be given for all of or parts of the assignments. The above work assignments can therefore be carried out in one or several contracts depending on the outcome of the competition.

As an option tenders are also wanted for loading and transporting combustible residue waste from the recycling station.

The aim is to sign a contract for the period September 2012 – August 2014 with an option for 1+1 year (total 2 years) extension of the contract.

If the applicant cannot provide the above mentioned documentation, or would like to document that this gives a misleading picture of his financial situation, he can prove his economic and financial position by other documentation that is relevant for the company’s accounting figures/finances, including any financial guarantees from a third party.

Minste nivå(er) av standarder: The service provider shall have sufficient finances to fulfil the assignment.
Teknisk og faglig kapasitet:

— Experience and competence: List of the service provider’s most important contracts in the last 3 years calculated from the deadline for receipt of tenders. The list shall include descriptions of the services, the contracts’ value, name of the awarding authorities and contact persons with contact data (telephone number and e-mail address) as well as the date of the services.

Reception plant: description of the plant, capacity to handle the necessary amounts of waste and spare capacity. Documentation that the plant has the necessary licences from public authorities,

— Plant for intermediate storage (shall only be described if the service provider will use such a plant): description of the plant, capacity to handle the necessary amounts of waste and spare capacity. Documentation that the plant has the necessary licences from public authorities,

— Pre-treatment plant (shall only be described if the service provider will use such a plant): description of the plant, capacity to handle the necessary amounts of waste and spare capacity. Documentation that the plant has the necessary licences from public authorities,

— Transport system for waste and bottom ash (shall only be described if the service provider must transport the waste and/or bottom ash): Description of the transport system, type of vehicles or means of transport that shall be used, capacity to transport the necessary waste and amounts of bottom ash and spare capacity. Vehicles for land transport shall at a minimum fulfil the requirements in accordance with EURO-class 4,

— Energy recovery plant: Description of the plant, capacity to treat the necessary amount of waste and spare capacity. Documentation of the energy recovery plant’s energy utilisation degree calculated by the R1 formula. The calculated R1 shall be a minimum of 0.6. Documentation that the plant has the necessary licences from public authorities. Name of the operations manager and his CV that shows education as well as experience from the management of energy recovery plants,

— Plant for sorting metals from bottom ash: Description of the plant, capacity to treat the necessary amounts of bottom ash and spare capacity,

— Plant for utilising/final disposal of bottom ash: Description of the plant, capacity to treat the necessary amount of waste and spare capacity.

— The service provider shall have sufficient resources available to fulfil the contract.
