The Mapping Authority has received a grant to establish a new land geodetic observatory at Ny-Ålesund, Svalbard. The Earth Observatory is part of a global network that is essential for society's satellite-based infrastructure in addition to accurate climate monitoring in the Arctic. The project will run for five years and is in the establishment phase. The Research Project Manager will greatly help to shape the project organization. However, it has been decided that work will be organized into two projects where the project manager has total responsibility. One project will be responsible for the technical building, while the second project will be responsible for geodetic instrumentation.

Beskrivelse av opsjoner:
The Award Authority has the option to extend the contract on the same terms in case of delay of the project, a maximum of 2 additional years so that the total possible contract length is 7 years. An extension of the contract must be exercised no later than six months before its expiry.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
— Supplier shall be in good order with respect to payment of tax and VAT.
— Supplier shall have a functioning HSE system.
— Supplier shall be a legally established company.
Økonomisk og finansiell stilling:
— Credit evaluation/rating from a publically approved credit reference agency, no older than 6 months, shall be attached to the tender.
Minste nivå(er) av standarder:
— Supplier shall have the economic calacity to undertake the assignment/contract.
Teknisk og faglig kapasitet:
— Contractor shall submit a list of the main relevant contracts in the last 3 years, including information on the value, date and recipient. Certificates issued or certified by the award authority can be attached.
— A description of the technical personnel supplier can use to fulfill the contract, whether they belong to the company or not.
— Details of the supplier's quality assurance / control system, including the supplier's project methodology, for example, certified in accordance with PMI (Project Management Institute).
— Alternatively, a copy of the system certificate issued by accredited certification bodies or similar documentation can be submitted.
Minste nivå(er) av standarder:
— Supplier must have proven experience in managing large and complex projects, like construction projects.
— Supplier shall have very good ability and capacity.
— A good and efficient quality management system is required for services which shall be supplied.
