Purchase of access control system

Award authority shall, during 2012 - 2013 replace the existing access control system, initially in Hønefoss, Ullensvang and Skien, but the system shall be fully expandable to cover all locations.
The buildings shall be fully operational while the installation of the access control system is carried out, and the security installation shall be operational while the work is in progress.
The system supplied shall be integrated with existing burglar alarm, for, among other things, disconnection of alarm zones. The system shall also be connected to existing fire alarm for, among other things, unlocking doors locks when fire alarm has been triggered.
Award authority shall also enter into a service and maintenance agreement covering the system.
In addition, award authority wants an option for CCTV and burglar alarms, these options shall be delivered on the same platform and have a joint management interface with the access control system.

Award authority wants an option for CCTV and burglar alarms, these options shall be delivered on the same platform and have a joint management interface with the access control system.
Award authority has an option to prolong the agreements, under the same conditions, for 1 + 1 years, making the maximum agreement period 4 years. Award authority can make use of the options by 3 months before expiry.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).
The service provider shall have his tax and VAT payments in order.
The service provider shall have a functioning HSE system.
The service provider shall be a legally established company.

A credit evaluation/rating from a publicly certified credit rating institution, not older than 6 months shall be enclosed with the tender.

— The service provider shall enclose a list of the most important relevant contracts in the last 3 years, including information on value, date and recipient. Certificates issued or confirmed by the awarding authority can be enclosed,
— A description of technical personnel that the service provider can use for fulfilment of the contract, whether they belong to the company or not,
— Information on education and professional qualifications of the supplier and the company's administrative management, and in particular of the person or persons responsible for carrying out the service / installation,
— An account of service provider's quality assurance system/control system alternatively, a copy of the system certificate, issued by accredited certification body, or equivalent documentation, can be submitted,
— An account of service provider's environmental management system.
Alternatively, a copy of the system certificate, issued by accredited certification body, or equivalent documentation, can be submitted.

— The service provider shall have good experience from equivalent work,
— The service provider shall have a very good ability and capacity to fulfil the contract,
— A good and well functioning quality assurance system for the services that shall be provided,
— The employees for this assignment shall have the necessary competence to carry out the work,
— A good and well-functioning quality control system for the contractual work is required,
— A good and well-functioning environmental management system is required.
