Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (National requirement).

(3) Company tax certificate (National requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Suppliers are required to be a legally registered company.

Økonomisk og finansiell stilling:

The following documentation must be submitted with the bid:

a) For companies that have a notification requirement with Brønnøysundregisteret shall include annual accounts. The awarding authority will obtain information on the supplier's economic and financial position through Proff (www.proff.no). Take notice! The supplier shall ensure that this information is available on the website. If this is not the case, the bid shall include the company’s two most recent annual reports.

b) For foreign suppliers and companies that are not obliged to register with Brønnøysundregisteret, shall provide with their bids their last 2 annual accounts with annual reports. In addition, an attached document showing the sought after key figures with reference to where they can be found in the financial statements. This document shall be auditor approved, or authorized by any other public authority.

However if more recent information is available with relevance to the companies accounting figures and not available through public records the supplier is obliged to provide this information and document it as well. For example, if the previous year's financial statements are misleading and not representative, in relation to the suppliers solidity, liquidity and economic implementation capacity at the time of the bid deadline and the contract period.

Companies who do not meet the requirements can attach warranties from for example a parent company or subsidiaries. Take notice! Any guarantee commitments must be in the bid and can not be sent in after the bid deadline.

Minste nivå(er) av standarder:

Suppliers must have the financial capacity to complete the assignment.

A minimum satisfactory solidity of the average of the last two prepared financial statements refer to the documentation requirements below. The awarding authority assumes the use of Pro TM Forvalt (www.forvalt.no) their target numbers and rankings for equity percentage, using the following:

Formula:

Equity (%) = (Total equity * 100) / (Total equity and debts).

Ranking:

Unsatisfactory Weak Satisfactory Good Very Good.

<3,00 % 3,00– 9,99 % 10,00– 17,99 % 18,00– 40,00 %> 40,00 %.

It is requirement to have a minimum of a satisfactory liquidity ratio for the average of the last two prepared financial statements. The awarding authority assumes the use of Pro TM Forvalt (www.forvalt.no) their target numbers and rankings for the liquidity ratio 1, using the following:

Liquidity ratio 1 = (Total current assets) / (total short-term debt).

< 0,50 0.50 – 0,99 1,00 – 1,49 1,50 – 2,00 % > 2,00.

These conditions are considered to be cumulative, meaning that both requirements must be met. Not meeting these requirements will result in the disqualification of suppliers from the competition.

The following documentation must be submitted in the bid:

a) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).

b) A description of the supplier's personnel and organisation that will be responsible for fulfilling the contract and a list of subcontractors that the supplier will use.

c) A statement of the quality assurance/quality control system operated by the company.

d) Documentation, in the form of certificates issued by independent bodies, documenting supplier's compliance with environmental standards for environmental management and audit. Award authority will also accept other evidence of equivalent environmental management measures from the supplier.

a) Experience from corresponding deliveries for the requested products.

b) Good implementation ability is required.

c) Supplier shall have a good and clear environmental policy and profile.
