PSO District heating infrastructure - round 2, 2012

Enova SF

To enable a long-term utilization of renewable heat in Norway, the Oil and Energy Department via Enova SF will stimulate the development of district heating capacity to increase the supply of heat to end users. The programme for district heating infrastructure will provide compensation to participants who wish to build infrastructure for district heating in Norway. Infrastructure for district cooling in connection with district heating can also receive compensation under the programme. Funding for this compensation comes from the Energy Fund.
The programme for district heating infrastructure will be undertaken as a public purchasing scheme for purchase of services of general economic interest in that the Tenderer will undertake obligations under this tender and related documents. The term ”services of general economic interest” is defined as services that have a general or social interest, and therefore do not always fit into market conditions for production and distribution.
On this basis, Enova SF can provide financial compensation when the specified conditions are met. This typically covers distribution, connection and quality, including security of supply. There must be no over-compensation.

A a brief and general description of the company must be given. The description must document that the district heating supplier is able to provide energy-efficient, cost effective and reliable district heating systems.
